- The solicitation number is W9127Q-17-T-0058 is issued as Request for Quotes. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-95 effective 19 Jan 2017. This solicitation is 100% small business set aside and restricted to small businesses only in accordance with FAR 19.502-2(b). The North American Industry Classification System Code (NAICS) 334513 and the Small Business Standard is 750 employees. All responsible sources may submit a quote, which if received timely, will be considered by the USPFO-MS Purchasing and Contracting Office. Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this combined synopsis/solicitation could result in the quote being ineligible for award. It is the Offeror's responsibility to ensure their quote meets all the requirements identified herein. It is the responsibility of the interested parties to review this site frequently for any updates/amendments to this solicitation. This is a BRAND NAME OR EQUAL procurement. The manufacturer's name, model number and part number in this solicitation have been provided to describe equipment deemed minimally capable of satisfying the Government's requirement. Manufacturer's names, model numbers, and part numbers are provided only to assist potential offerors in understanding the Government's requirement. The Government is not soliciting or suggesting a particular name brand, and will consider offers for any brand that fulfills the Government's needs listed below as "salient characteristics". Quote shall include: CLIN 0001: Quantity 1 each - Hydraulic Pressure Controller CLIN 0002: 1 each - Table Top Enclosure for Controller CLIN0003: 1 each - Hydraulic Pressure Monitor *Salient Characteristics* Hydraulic Pressure Controller (Fluke E-DWT-H Electronic Deadweight Tester or equivalent) -Generate and Measure 0-10,000 PSI Minimum -One-two internal sensors (If more than one sensor must have high pressure isolation valve to protect the low pressure transducer) -One-Year Uncertainty +/- 0.025% (or 0.25 psi whichever is greater) or better from 1%-100% of span -Utilize Sebacate Oil (calibration fluid) from an internal reservoir -Max Weight 40 lbs -Built-in Priming system -Automated or Variable screw pressure for pressure generation / No hand pump pressure generation (To provide stable and accurate measurements) -COM USB or GPIB interface to communicate with other devices *SEE ATTACHED FOR ADDITIONAL SPECIFICATIONS DELIVERY ADDRESS: 1108TH TASMG SSG RICKY HOWARTH HANGAR 1 HEWES AVE. GULFPORT MS 39505 BASIS OF AWARD: A purchase order will be awarded to the responsible offeror whose quote conforms to the solicitation and is considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process with technically acceptable and price being equal. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The following factors will be used to evaluate the proposals: (1) Technical Acceptability and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. Price evaluation shall be based on the lowest reasonable evaluated price. Price will always be an important factor. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs.
