- DEPARTMENT OF VETERANS AFFAIRS (VA) DENVER ACQUISITION & LOGISTICS CENTER (DALC) REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT SYNOPSIS INTRODUCTION / BACKGROUND The Veterans Administration (VA) Denver Logistic and Acquisitions Center (DALC) administers holistic supply chain management for the VA National Hearing Aid and VA Telehealth Programs. Commodities managed include worldwide distribution of hearing aids, hearing aid accessories, cochlear implants, assistive devices, batteries, prosthetic socks, orthotic soft goods, aids for the visually impaired, and VA telehealth messaging hubs and peripherals. Peripherals include items such as floor scales, pedometers, blood pressure monitors, and pulse oximeters. Veterans may order many items directly from the DALC and have them shipped to their homes, reducing unnecessary trips to medical facilities and enhancing efficiency of clinical staff. Some items are ordered by clinicians to be shipped to the clinic to be issued to the Veteran. This particular requirement will fulfill a need for commodities needed to effectively process the orders received at the DALC in support of the VA Telehealth Program. The Contractor shall provide Trade Agreements Act (TAA) compliant, finger pulse oximeters to the DALC that will be sent directly to Veterans. II. RFI DISCLOSURE Vendors should note that responses to this RFI may in part be utilized by the Agency in a determination whether or not to set aside particularly listed Agency items or item exclusively for participation by various small business socio-economic concerns. This is a Request for Information only. It is not an invitation to submit any offers or bids. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. Do not submit any offers or bids in response to this (RFI). Responses to this RFI are not offers and cannot be accepted by the Agency to form a binding contract. The Agency will not award a contract on the basis of this RFI nor will it pay for information or comments submitted to the Agency in response to this RFI. The results of this RFI will be utilized to determine if any Service Disabled Veteran Owned Small Business/Veteran Owned Small Business (SDVOSB/VOSB) opportunities exist. However, this RFI is also being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. All Small Business, Socioeconomic contracting programs (8(a), HUBZone, WOSB) will be considered. This requirement is assigned a NAICS code of 339112, Surgical and Medical Instrument Manufacturing. The size standard for this NAICS code is 1,000 employees or less. As a result of this RFI, the VA DALC may conduct a competitive procurement and subsequently award a contract. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. III. SCOPE The scope of this requirement is to provide the DALC with TAA Compliant Finger Pulse Oximeters with both Bluetooth and Non-Bluetooth Capabilities. Multiple CLINs may be awarded for a future solicitation. Possible CLINs would include regular, wide base and bariatric scales in both regular and Bluetooth versions. IV. OBJECTIVES The objective of this requirement is to obtain the two types of finger pulse oximeters needed via an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Objectives of the resulting IDIQ are for a contractor to provide the necessary quantities and types of scales required to meet the objectives outlined in the Minimum Technical Requirements. V.
