Description
This announcement is to provide notice that The U.S. Army Contracting Command, Aberdeen Proving Grounds, Natick Contracting Division, Ft. Detrick, on behalf of Tripler Army Medical Center (TAMC), HI, intends to negotiate a sole source award under FAR 6.302-5(b)(6) Authorized or Required by Statute, Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f), for Biomedical Laboratory Technical Services at TAMC to Native Hawaiian Veterans, LLC, 3375 Koapaka St, Ste F238-20, Honolulu, HI 96819-1814. Requirements include: Knowledge and experience in performing basic laboratory procedures to include preparing chemical reagents, processing biological samples and specimens, data recording, experiment record keeping. Knowledge and experience in developing and conducting complex biomedical research in the areas of physiology, pharmacology, microbiology, or biochemistry. Provide input in the execution of in vivo and in vitro experiments to fulfill requirements of study requirements of Command approved and executed at the Tripler Army Medical Center for investigative studies on a variety of projects supported by the Department of Clinical Investigation. The contractor shall provide data as specified in study protocols that may require testing of devices or executing biomedical assays to include ELISAs, spectrophotometric assays, Western blots, Southern blots, PCR, HPLC, RNA/DNA extractions, radioimmunoassay, receptor quantitation with receptor binding assessments and/or quantification of mRNA with RT-PCR. While this notice is not a request for competitive proposals, responsible Service-Disabled Veteran-Owned Small Business concerns purporting to have the requisite credentials and capabilities to provide this service to fulfill the agency's requirements at the specified location must furnish, in writing, factual information, which clearly supports and demonstrates their ability to sufficiently provide these services, within 15 days to Mr. Lee A. Hess, by email at lee.a.hess.civ@mail.mil. Any questions regarding this notice must be in writing only; no telephonic replies will be accepted. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer. The Contracting Officer for this action is Mr. Lee A. Hess.
