Description
This Request for Proposals (RFP) is for a Cost Plus Fixed Fee (CPFF), Level of Effort (LOE), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Raytheon Company, 6380 Hollister Avenue, Goleta, CA 93117-3114. The requirement is for software development in support of the ALR-67(V)3 Radar Warning Receiver (RWR) and ALE-50B Integrated Multi-Platform Launch Controller (IMPLC), for the Tactical Aircraft Electronic Warfare Integrated Product Team (TACAIR EW IPT), located at NAWCWD Point Mugu, CA. The ALE-50B is a countermeasure decoy system and the ALR-67(V) is a threat radar signal detector. The contract will include a combination of cost plus fixed fee (CPFF) and COST Contract Line Item Numbers (CLINs). Tasks will include designing, developing, integrating, and testing of software/firmware, conducting anomaly investigations of hardware/software, supporting laboratory and flight test, providing on-site technical support, producing Operational Flight Program (OFP) and User Data File Generator (UDFG) workshops familiarization and material, and providing system maintenance and repair. The period of performance for the proposed acquisition will commence upon award and will continue for a period of five years. The Government anticipates an award timeframe of February 2018. In accordance with FAR subpart 6.302-1(b)(1)(i) Only One Responsible Source, Raytheon possesses unique capabilities that are not available from any other source. Raytheon is the original equipment manufacturer of the ALR-67(V)3 and ALE-50B IMPLC. No other source has the capability to provide the required systems engineering, software development, integration, and testing efforts. The synopsis for this requirement was posted on 4/11/2017.
