Attachment 2-Bladder Water Remover Service Price Sheet 1) Attachment 1-Bladder Water Remover Service Statement of Work Solicitation No. HSBP101720094388 COMBINED SOLICITATION/SYNOPSIS FOR LAREDO NORTH STATION'S C-29 TRAFFIC CHECK POINT BLADDER WATER REMOVER SERVICE PROJECT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. Award will be made on a firm-fixed price basis. (ii) The solicitation number is HSBP101720094388. The solicitation is issued as a Request for Quote (RFQ) (iv)The associated North American Classification System (NAICS) code is NAICS Code 562910 Remediation Services with a size standard of $20.5M (vi) DESCRIPTIONS OF REQUIREMENTS TO BE ACQUIRED: See Attachment 1- Bladder Water Remover Service Project Statement of Work (v)PLACE OF PERFORMANCE 21483 IH 35, Laredo, Texas 78045 (vii) PERIOD OF PERFORMANCE Base period: September Award date through March 31, 2018 Option Year One: April 1, 2018 through March 31, 2019 Option Year Two: April 1, 2019 through March 31, 2020 Option Year Three: April 1, 2020 through March 31, 2021 Option Year Four: April 1, 2021 through March 31, 2022 (viii) SUBMISSION Offerors are required to submit a proposal not exceeding 10 pages. To be considered technically acceptable 1) The offeror (vendor) shall FIRST perform a site inspection prior to submitting a proposal. This is to study and ascertain the size, amount, and condition of the site and types of equipment required and observe the sites general layout; and evaluate service parameters. The contractor will schedule their visit to the project site 72 hours or more in advance and during a regular business day with the CO and COR. Completing a site visit with the COR will fulfill this requirement (ix) PROPOSAL INFORMATION After the site visit, the offeror's submitted proposal must show the following information 2)The offeror and their employees doing the work shall have all permits and licenses required in Texas to transport for disposal of high total dissolved solids water as directed in this solicitation's scope of work, per the requirement as regulated by TCEQ and TEXDOT. Verification of permits and licenses shall be provided with proposal and must be valid at that time of proposal submission. 3) The offeror must have provided very similar services to other business and or government components for a period of not less than 1 year. This information shall be in the form of a signed business and or Government contract/or commercial purchase order attached to their proposal. 4) The offeror must show that it is adequately staffed to perform all aspects of the Scope of work. The vendor shall show data indicating it has the hiring ability to provide drivers, administrative and supervisory personnel, capable of completing the work defined in the Scope of Work attached to their proposal. 5) The vendor must show that it has management staff capable of overseeing duties as defined in the Statement of Work. This data will be a list of their staff that will oversee the potential contract, 6) The vendor must demonstrate that its Project Manager (PM) assigned to oversee this project has the ability to communicate with the COR in voice and written communications effectively. The PM will be required to have a short verbally conversation with the COR to ascertain the PM's ability to communicate verbally and send the COR and CO a short e-mail addressing their short conversation. The COR will justify to the CO if in the COR's opinion PM could not meet one or both of the communication requirements. 7) The vendor must show that it has the equipment needed to complete the tasks in the Scope of Work. Current photos with a short equipment narrative attached to their proposal will meet this requirement. B) Offeror shall complete and Attachment 2 - Bladder Water Remover Service Price Sheet and submit it together with the proposal. Contract will be awarded on firm fixed price basis. The contractor shall include all travel mileage and fuel surcharges into its total price. No additional charges for the completion of the work specified in under the contract will be allowed. (x)BASIS FOR AWARD Factor 1- Capability Statement Technical Acceptability including Site Visit Technically acceptability will be assessed on a go/no-go basis. The factor will be assigned a rating of Pass or Fail. In order to be considered technically acceptable, the offeror must first •a) Complete the site visit •b) Provide the information required under #2 through #7 under the header "Proposal Information" Failure to complete a site visit a An unacceptable rating (Fail) of any of the information required under required under t#2 through #7 under the Proposal Information header makes the entire quote unacceptable. If the technical evaluation results are inconclusive as to the offeror's capability, the Agency reserves the right to reject the quote. Factor 2-Price Offerors price quotes, as completed on Attachment 2-Bladder Water Remover Service Price Sheet will be evaluated for fair and reasonable pricing. Price evaluation shall be limited exclusively to the estimated 6 month base period, 4 twelve month options. A firm fixed price award will be based on the lowest price after Site Visit Completion and the offeror's technical acceptability is established. Options. The Government will evaluate price quotes for award purposes by adding the total price of the base and all options. Evaluation of opt i ons shall not ob l i gate the Government to e x er c i se the option(s). The closing date for the receipt of RFQs are due no later than Septmber 4, 2017 20 6:00pm, and shall be submitted electronically to: Joseph Ohene at the following email address: Joseph.Ohene@cbp.dhs.gov. Updates to this synopsis/solicitation will be posted on FedBizOpps (http://www.fbo.gov), A MANDATORY site visit will be conducted at the following location: CBP TCP C-29 at 21483 IH 35 Laredo, Texas 78045. The site visit will take place on Aug 28, 2017 at 1:00 pm to 1:45 pm CST Time. All contractors that desire to visit the site must be vetted, this process will require a cutoff date of Aug 24, 2017 by 1:00 PM CST so as to get everyone cleared for the visit. Vetting process; the full names, dates of birth, Social Security Card and driver's license scanned copies shall be sent to Ms. Evelyn Ramirez LRT SECURITY POLICY & COMPLIANCE at LRTSECURITYPOLICY&COMPLIANCE@cbp.dhs.gov to begin the background checks. This information must be emailed to LRTSECURITYPOLICY&COMPLIANCE@cbp.dhs.gov or faxed to 956-764-3047. All contractors desiring and/or invited to the pre bid site visit must submit the above referenced information. Contractors that receive clearance must bring with them a copy of the email stating they are cleared for this visit as the site visit is on a CBP installation.
