Description
Preventative Maintenance and Repair Agreement for EPA Notice of Intent to Sole Source Procurement Office: U.S. Environmental Protection Agency, Research Triangle Park Procurement Operations Division (AA004) 109 T.W. Alexander Dr. RTP, NC 27711 Response Date: August 29, 2017 In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Research and Development National Exposure Research intends to award a sole source fixed-price purchase order to the PerkinElmer for a preventative maintenance and repair agreement for two automated thermal desorber (ATD)/GC-MS systems each of which are comprised of a PerkinElmer ATD interfaced to a GC-MS. The following are required of an offeror qualified to perform this requirement: The vendor providing this preventive maintenance and repair service agreement must be able to allocate a service engineer who has three or more years of documented hands-on experience in the repair and service of PerkinElmer TurboMatrix Automated Thermal Desorption (ATD) and TurboMatrix 650 ATD systems to provide the required services for the instrumentation listed in this procurement. At least two references (name, phone number and email addresses) are required to support the vendor s ability to provide service to laboratories with PerkinElmer TurboMatrix Automated Thermal Desorption (ATD) and TurboMatrix 650 ATD systems. These references will be checked by the contracting office. A report of fair to poor ratings will render the vendor unsuccessful for award. The vendor providing this preventive maintenance and repair service agreement must be able to dispatch the service engineer on a priority basis within two to three business days at a minimum as the instrumentation listed in this procurement supports high profile EPA/ORD/NERL/EMMD research studies including tire crumb studies, EPA Regional air monitoring efforts, fenceline refinery monitoring efforts, and human exposure studies. The vendor providing this preventive maintenance and repair service agreement must be able to provide at a minimum the required sophisticated electronic components, precision-machined parts, and materials that are designed to fit the PerkinElmer ATD systems and must be able to provide at a minimum overnight shipping of these components to the laboratory in order to facilitate expedited repair of instrumentation. The vendor providing this preventive maintenance and repair service agreement must be able to service all of the instruments listed in this procurement. This is due to the fact that the ATDs are interfaced to GC MS systems and function as a unit. Instrument failures often occur when it is not absolutely clear as to which of the interfaced instruments the ATD or the GC MS is the source of the problem at hand. Therefore for this service agreement we require a single vendor who can service the instruments in total and be responsible for bringing entire systems into operation when a failure has occurred. This is required in order to avoid extended instrument downtime. The vendor providing this preventive maintenance and repair service must provide two preventive maintenance visits for each instrument with parts, travel, labor, and phone support included. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within 7 (7) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
