- This announcement constitutes the only combined synopsis and solicitation; proposals are being requested and a written solicitation will not be issued. This requirement will be satisfied using 41 U.S.C. 1901, as implemented by FAR Part 13.5, Simplified Procedures for Certain Commercial Items. Offerors interested in providing a response should submit one to the POC of this notice by electronic mail. REQUIREMENT: The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Small Boat Product Line (SBPL) has a requirement for contractors to complete maintenance availability on its 17' CB-M in conjunction with the parent cutter's dry dock at the U.S. Coast Guard Yard in Baltimore, MD and at facilities located between Washington and California. The USCG-SFLC-SBPL intends on awarding one (1) firm fixed-price requirements type contract for services on the East Coast and one (1) firm fixed-price requirements type contract for services on the West Coast. It is also possible that one firm fixed-price requirements type contract award may be made to the responsible firm with the evaluated capability to provide services on both the East and West Coast. Each contract will consist of one (1) base year and two (2) option years. Under those contracts, the Coast Guard will issue task orders to the contractors. Orders may be issued electronically and verbally (followed up in writing). The solicitation and award will be conducted in accordance with the procedures set forth in FAR Part 13.5. It is the Government's belief that the use of Original Equipment Manufacturer (OEM) parts will ensure components and processes are sufficient to enable physical and functional interchangeability, as well as meeting source, size, configuration, and performance requirements. The OEMs and associated parts are included within the specification. Anticipated Period of Performance: The USCG SFLC intends on awarding one (1) or two (2) requirements contract(s) on a firm-fixed price basis each consisting of one (1) base year and two (2) option years. One (1) award will take place in each United States region as follows: East Coast and West Coast. It is also possible that one firm-fixed price requirements type contract award may be made to the responsible firm with the evaluated capability to provide services on both the East and West coasts. Delivery schedule is critical since expected services are to take place during the vessels availability. The delivery schedule is Attachment 2 to this solicitation. (Subject to change at the discretion of the Government). Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 336611, Ship Building and Repairing Services and the size standard is 1,250 employees. This is a 100% total small business set-aside procurement. Submission of Information: All quotation submissions shall be via email to Ashley.N.Gilbert@uscg.mil. Questions are due no later than 08/18/2017 by 4:00 PM EST and quotations are due no later than 09/01/2017 by 11:00 AM EST. All submissions shall include "HSCG40-17-Q-53010" and Offeror Name in the subject line of the email. The solicitation closing date and time will not be extended. Submissions shall include all information requested in the attached solicitation document. E-Mail Submissions: USCG recommends that you submit your quotation prior to the closing date, allowing enough time to ensure the entire quotation is received on time to be considered for award. Individual email submissions shall not exceed 10 MBs each. If your electronic quotation, including all attachments, is larger than 10MB, you shall segment your quotation into a series of two (2) or more separate e-mails that individually are no larger than 10MB. The Government cannot receive e-mails if they contain compressed attachments (i.e. WINZip). All pages in the quote shall be numbered and identified with the quote's name and RFQ Number HSCG40-17-Q-53010, USCG SFLC 17' CB-M BOW TO STERN. Subsequent revisions should be similarly identified to show revision number and date. At this time no solicitation exists; therefore, Do Not Request a Copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
