Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES The USDA Agricultural Research Center, Electron and Confocal Microscope Unit, Beltsville, MD 20705, intends to award a Firm fixed price, sole source purchase order for a Hitachi TM3030 Plus Tabletop Microscope under the authority or 41 U.S.C. 253(c)(1) and FAR 13.106-1(b). Only one responsible source, to: Angstrom Scientific, Inc. 120 North Central Ave. Ramsey, NJ 07446 Purchase of a Hitachi TM3030+ Scanning Electron Microscope (SEM). Includes low and high vacuum modes, charge suppression, 4 quadrant back scatter detectors, a secondary electron detector, and a combination of back scatter and secondary detector display, tungsten electron source that is pre-aligned and easily exchanged, large stage 70 mm, magnification 15x to 60,000x actual magnification without digital magnification, data saved in BMP TIFF and JPEG formats. Additional X/Y motorized stage with 55mm x 55mm traverse, maximum size 63mm x 68mm x 25mm; Universal adapter with stub rotation 360 degrees and 0-90 degree tilt; and Peltier cool/heating stage capable of reaching -25 to 160 degrees C. The Hitachi TM3030+ scanning electron microscope is a table top SEM. The SEM is small, lightweight and is extremely durable for capturing extremely small specimens at very high magnification and resolution. The Hitachi TM3030+ SEM is the only table top SEM that is capable of obtaining secondary electron images at the low vacuum mode with charge suppression at 5kV. This is necessary for biological samples as they are very delicate and easily collapse due to high vacuums and intense electron beam. The TM3030+ is the only table top SEM that can change from low vacuum mode to high vacuum mode while live imaging, thus allowing for greater contrast and resolution. The TM3030+ is the only table top SEM that has four quadrant back scatter detectors capable of topography projections. Plus a low vacuum secondary electron detector that allows the capability to obtain a mix of back scatter and secondary detector display for a combination image. It has a Wehnelt tungsten electron source that is pre-aligned and easily exchanged without shipment to the vendor. The TM3030+ interfaces with a Windows PC computer thus, allowing compatibility with other PC based software. The Hitachi TM3030+ is used by the USDA-APHIS whom we work with for proper identification of insects, mites, nematodes and fungi, thus, exact comparability with their instrumentation is critically important for correct identification of specimens by the USDA-ARS to safeguard US agriculture. In accordance with FAR 13.106 (b) only one source, and 41 USC 253(c) (1) only one responsible source and no other supplies will satisfy agency specifications and requirements. The Government intends to award a firm fixed price purchase order using Simplified Acquisition procedures. This notice of intent is not considered a Request for Quote (RFQ), nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract is based on responses to this notice and is solely within the discretion of the Government. The Government will consider all responses received by 1:00 pm EST, August 29, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
