- Notice of Intent to Sole Source: AMA CPT License AMA CPT License Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract American Medical Association for their AMA CPT License. Justification: A license allows VHA to use the CPT codes to capture the services provided to our Veteran patients. These codes are used to transmit workload to the National Patient Care Database (NPCD), the Allocation Resource Center (ARC), Decision Support Systems (DSS), registries (cancer, CDC, etc.), third party payers, Congressional reporting, etc. The CPT codes are mandated, by HIPAA, to be used on all electronic transactions. A license can only be purchased through the AMA this is a registered trademark product. Background: Current Procedural Terminology (CPT) is owned and maintained by the American Medical Association (AMA). For VHA to use these codes in the VistA data bases, we must purchase a license (pay a royalty fee) to the AMA. The VA is currently utilizing this license service on an institution wide basis. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before August 29th, 2017 to Clayton Smith via email at Clayton.Smith2@va.gov, and Andrea Fink at Andrea.Fink@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email. The subject line for correspondence should clearly display: AMA CPT License.
