- The Portsmouth Naval Shipyard (PNS) intends to issue a delivery order under Basic Ordering Agreement N00024-16-G-4302 and/or N00024-16-G-4303 for submarine specific shipbuilder coded stock to support Portsmouth Naval Shipyard. The material is available only from the following two (2) shipbuilders: 1) Electric Boat Corporation, and; 2) Huntington Ingalls Industries - Newport News Shipbuilding. The proposed contract action is for two (2) Sound Absorptive Mufflers for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive proposals. This notice is for informational purposes only, and is posted to determine availability of submarine-specific shipbuilder coded stock material to support Portsmouth Naval Shipyard. Solicitation documents are not available at this time. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
