- This Notice of Intent to Sole Source is not a request for competitive proposals. No solicitations documents are available. The Department of Veterans Affairs, NCO7, Network Contracting Office, Augusta GA, intends to procure a base plus four one year options for Equipment Maintenance services under a firm fixed priced contract with Siemens Medical Solutions USA, Inc., 40 Liberty Blvd, Malvern PA, 19355-1418. The contract is expected to be awarded under FAR 8.405-6 (B), Only One source is capable of providing the supplies or services required at the level of quality required because the supplies are unique or highly specialized. The estimated cost of this contract is $5,526,181.65 The North American Industry Classification System (NAICS) code is 811219 with a size standard of $20.5 M for this procurement. The expected award date for this contract is on or about 1 October 2017. A justification and Approval for Limited Sources Justification will be prepared. The Contract will consist of maintenance on equipment listed below. These maintenance services shall include all personnel, equipment, tools, materials, parts (excluding glassware), supervision, transportation and services necessary to properly maintain all equipment. All work shall be done in accordance with manufacturer specifications to troubleshoot, repair, and calibrate the existing equipment. All repairs shall be made as soon as possible but no later than 30 days from date of award. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Department of Veterans Affairs requirements will be considered for award. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered and must be received no later than 25 August 2017. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine that a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) at https://www.sam.gov/ in order to be eligible for award. Any documents submitted will not be returned. The capability documentation should include general information and technical background describing in detail the prospective contractor s capabilities and experience that will demonstrate the ability to support these requirements. SERVICE/WORK TO BE PERFORMED: The contractor shall perform preventive maintenance (PM) inspection on equipment/systems as provided for in the contract agreement. PMs will be accomplished in accordance with the Original Equipment Manufacturer (OEM) recommendations. Must use OEM certified parts and service engineer/technicians must be OEM trained on all items listed below.
