Description

NOTICE OF INTENT TO AWARD SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 4, on behalf of its Veteran Integrated Service Network (VISN) 4 facilities intends to award a Sole Source, Firm-Fixed Price contract to Censis Technologies to provide the hardware, software and implementation for an Instrument Tracking System to be used by throughout VISN 4. VISN 4 plans to improve the efficiency and effectiveness of patient care, with reductions in staff hours spent searching for medical, surgical, and dental devices while maintaining more efficient (i.e. less expensive, utilization tailored) inventory levels. VISN 4 intends to implement a Sterile Processing Inventory and Workflow Management Solution as a means of achieving the aforementioned benefits. The VA has purchased and is deploying Real Time Location System (RTLS) at VHA facilities throughout the nation. The initial purpose of RTLS was for Asset Tracking, Temperature Monitoring, Instrument Tracking (aka Sterile Processing Workflow), and Cardiac Cath Lab Supply Management. As a part of the comprehensive RTLS suite the Sterile Processing Workflow use case, a technology referred to as an Instrument Tracking System (ITS) with the brand name of Censitrac is manufactured and provided by Censis Technologies, Inc. This solution provides the unique capabilities of complete traceability for Dental and Medical-Surgical instruments. Along with accountability for instrument set reprocessing and assembly, sterilization records management, and training (competency)/standard operating procedures (SOPs) management for sterile processing services. Censitrac is already capable of RTLS integration for all of the VHA along with future capabilities such as sterilization equipment integration. Censistrac is the provider for the RTLS, the ITS system proposed is an add on feature of the RTLS. Proprietary concerns would prevent any third party s instrument tracking software to be introduced to the system; therefore Censis Technology is the sole provider of the software and hardware that meet this requirement. GENERAL STATEMENT OF WORK: Under this contract, the Contractor shall provide the Censitrac solution to serve as a VISN-wide Sterile Processing Inventory Tracking and Workflow Management Solution (ITS). The Contractor shall ensure the system is deployed to meet the needs of each unique VA facility based on their current business processes that will be impacted by the new technology. The Contractor shall provide hardware, software and services as described in the statement of need. The period of performance will be for one calendar year. The contractor will be issued a Notice to Proceed after award. The NAICS Code, 334119 - Other Computer Peripheral Equipment Manufacturing ; size standard 1,000 Employees are to be used. This notice is NOT a request for quotes, or a solicitation of offers, or an invitation for bids. The Government does not anticipate receiving responses to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
