Changes made to the Performance Work Statement can be viewed via this Amendment. Industry Questions and Government Answers for M67861-17-T-0054 UPDATE 8/22/2017: 1. Add to Industry Questions and Government Answers 2. Add Solicitation Amendment P0001 and standalone documents of Industry Questions and Government Answers and Performance Work Statement (PWS). -------------------------------------- Industry Questions and Government Answers CONTINUED... Industry Question #13: Will the Government extend the solicitation deadline? Government Answer #13: No, the Government does not intend to extend the solicitation at this time. ---------------------------------------------------- Industry Question #14: Will the Government please provide detailed site specific information for each of the site listed in CLINS 0001, 1001, 2001, 3001, 4001? Government Answer #14: Please see Government Answer #1 and PWS Appendix 1, Table 1 - USMC Reserve Locations & Equipment List. --------------------------------------------------- Industry Question #15: For each of the site listed in CLINS 0001, 1001, 2001, 3001, 4001, is the offer required to support ancillary systems such as voice mail, contact center, TMS, etc? If yes, please provide detailed information concerning each item to be covered. Government Answer #15: Yes, please see Government Answer #1. --------------------------------------------------- Industry Question #16: Will the Government please provide detailed site specific information for each of the site listed in CLINS 0002, 1002, 2002, 3002, 4002? Government Answer #16: Please see PWS Appendix 1, Table 2 - MARFORRES Base Telephone Locations. No additional information is available. --------------------------------------------------- Industry Question #17: For each of the site listed in CLINS 0002, 1002, 2002, 3002, 4002, is the offer required to support ancillary systems such as voice mail, contact center, TMS, etc. If yes, please provide detailed information concerning each item to be covered. Government Answer #17: --------------------------------------------------- Industry Question #18: Will the Government please provide the number of local dispatches at each location for the prior 2 years? Government Answer #18: Yes, please see Government Answer #2. --------------------------------------------------- Industry Question #19: As the majority of these system listed in the PWS are no longer manufactured, will the Government please allow use of remanufactured replacement parts as new parts are no longer available? Government Answer #19: For any system that is no longer in production and repair parts are no longer manufactured, re-manufactured replacement parts are acceptable. Replacement parts must be in good quality condition, meaning not corroded, rusted, chipped, or have any other obvious defects. If new parts are available for a system, then new parts shall be used. --------------------------------------------------- Industry Question #20: How does the Government intend to fund new installations referenced is PWS section 2.3? Government Answer #20: Locations that require an entirely new system will be competed on a separate contract. This contract does not cover the cost of new telephone systems. PWS Section 2.3 references that the vendor will be responsible for new replacement parts only. --------------------------------------------------- Industry Question #21: Does the government want vendors to quote CLIN 2 (optional 21 sites) based on all sites being added to the contract or should vendors present a per site price to add to the contract (CLIN1 qty) as needed if the site migrates away from the base telecom system to a standalone system. Government Answer #21: In the event these locations are added to this contract, provide a per site price (up to a quantity of 23) for maintenance. --------------------------------------------------- Industry Question #22: What is the most number of total outages MARFORRES has had in one month? Government Answer #22: The most outages MFR has had in one month has been roughly 6 separate locations. --------------------------------------------------- Industry Question #23: In reference to PWS Section 2.2, will the contractor be reimbursed based on the actual cost of goods, cost + or based on manufacturer GSA schedule or another source? Government Answer #23: No reimbursements will be authorized. This is a Firm Fixed Price contract so all costs associated should be included in the your quote. Please see the Solicitation Amendment 1, for the updates to the PWS. --------------------------------------------------- Industry Question #24: What does the MARFORRES expect to be inclusive of the contract FFP and what is the contractor allowed to invoice for? Government Answer #24: Please see the Performance Work Statement in Solicitation Amendment P0001 for updates. All costs must be included in your quote as this is a Firm Fixed Price contract. The contractor will submit a monthly invoice through WAWF once services have been rendered for the prior month. The vendor will be allowed to submit an invoice for the total monthly amount listed on the contract regardless if any service calls were received. --------------------------------------------------- Industry Question #25: Is the contractor expected to replace, or install new low voltage cables, cable pathway, wire mold, jacks, battery backups UPS (Uninterrupted Power Supply) and wall boxes as part of the FFP of the contract? Government Answer #25: Yes, see section PWS Section 2.3. --------------------------------------------------- Industry Question #26: Will the task to engineer, install and configure the systems listed be inclusive of the FFP of the contract or will the MARFORRES classify this activity under moves, adds/ changes? Government Answer #26: Yes, the vendor will need to install and configure the systems that are required for a repair call. An example of an add/move/change would be if Sergeant Smith gets moved from room A to room B and needs someone to come out to make the necessary changes in the switch for that phone move. An example of a repair requiring configuration changes would be: processor/SD card got fried and lost some or all of that site's configurations and now that part needs to be replaced along with the necessary programming to get the system back to where it was. --------------------------------------------------- Industry Question #27: What locations have an OEM service or software support plan in place? Will these contracts remain current? Government Answer #27: Please see Industry Question and Government Answer #3. --------------------------------------------------- Industry Question #28: If an OEM software support plan is required will the cost of the plan be outside of this contract and be the responsibility of the USMC to maintain or the responsibility of the contractor? Government Answer #28: Any additional licensing would be the Government's responsibility. The contractor should not take on a recurring cost for OEM licensing. --------------------------------------------------- Industry Question #29: What will be the level of involvement with the Network service provider for the contractor? Will the COR work with the network provider to resolve issues or will the contractor be responsible for coordinating repair services with the network service provider? Government Answer #29: If an issue is brought to the contractor that is likely outside of the demarcation point, the contractor will be expected to either get the necessary information from them to submit a repair ticket on their behalf or assist them with the information they need to do it themselves. If the contractor is on-site for a repair and needs work or testing done outside of the demarcation point, they will be expected to gather whatever details are required from the local Marines and coordinate with the network service provider.
