- NAICS 325411 - Medicinal B - Special Studies and Analysis This is a Notice of Intent to limit sources for Vitamin E re-purification services with vendors who have been certified by the National Institutes of Health (NIH). The National Institute of Child Health and Development (NICHD) of the National Institutes of Health (NIH) intends to negotiate on an Other than Full and Open competition basis with the following vendors: •· CiVenti Chemical, 1001 Sheldon Drive, Ste 101, Cary, NC 27513 •· Eminent Services Corp 7495 New Technology Way, Frederick MD 21703 •· SL Pharma Labs Inc 1300 First State BLVD Ste C, Wilmington, DE 19804 •· Pine Pharmaceuticals, 100 Colvin Woods Parkway, Towanda, NY 14150 The Government requires a HHS-certified vendor to use as starting material (D3) deuterated α-tocopherol previously manufactured under cGMP and provided by NIH. The vendor will complete a column purification of the material under cGMP. The pure API obtained will have an expected yield of at least 2.3 grams. The material will be packaged into 40 individual vials under nitrogen or argon, with each vial containing approximately 50 mg of API. Weight of each vial will be labelled. The remaining material of at least 0.3 grams will be packed in a single vessel under nitrogen or argon for future use. The place of delivery is Bethesda, Maryland 20892. This is a 100% small business set-aside. The North America Industry Code is 325411 with a size standard of 1000 employees. T he statutory authority for this requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 limited sources available. Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures will be used along with FAR Part 12 Commercial Items. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that have been certified by NIH to provide the services specified may submit a response that will be considered. A determination to limit competition of this requirement, is solely within the discretion of the Government. All responses should be submitted by email to Maxwell J.
