- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotations, RFQ #P17PS02782 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-81, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This service category falls under NAICS 812930 ¿ Parking lots and Garages. The Government intends to issue a firm-fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider price and past performance in determining responsibility. We reserve the right to cancel this solicitation. This solicitation is open to all competition. The National Park Service (NPS) previously authorized the Golden Gate National Recreation Area (GGNRA) to implement a fee-based parking program in 2 areas of the Presidio: Battery East and West Bluff. These areas of the Presidio are managed by the GGNRA, a unit of the NPS. Authorization to charge parking fees in these two areas was granted following a public information and outreach process in 2012. The program has been implemented for consistency with the pay for parking program in Area B which is managed by the Presidio Trust and adjacent to GGNRA managed parking. The Contractor shall provide all labor, material, equipment, supplies and supervision necessary and shall plan, schedule, coordinate and assure effective and economical delivery of all parking management services, as described herein (see attached Statement of Work). The service period for this contract is to be an initial 6 month (term) base year, followed by two optional 6 months terms, and is to be invoiced on a monthly basis. Quotes must contain the complete pricing for all terms; the initial term and each of the optional terms. The basis for award will be cost and past performance; the successful company will be the lowest price that is responsive to this request for quote with the experience and equipment that fully and clearly meets the requirements described herein. Delivery is to be made within 60 days or less from the date of award of the contract. This purchase has been set aside for full and open competition.
