INTRODUCTION / BACKGROUND The Veterans Administration (VA) Denver Logistic and Acquisitions Center (DALC) administers holistic supply chain management for the VA National Hearing Aid and Telehealth Programs. Commodities managed include worldwide distribution of hearing aids, hearing aid accessories, cochlear implants, assistive devices, batteries, prosthetic socks, orthotic soft goods, aids for the visually impaired, and telehealth messaging hubs and peripherals. Peripherals include items such as floor scales, pedometers, blood pressure monitors, and pulse oximeters. Veterans may order many items directly from the DALC and have them shipped to their homes, reducing unnecessary trips to medical facilities and enhancing efficiency of clinical staff. Some items are ordered by clinicians to be shipped to the clinic to be issued to the Veteran. This particular requirement will fulfill the need for Non-Bluetooth and Bluetooth Blood Pressure Monitors and differing size Cuffs (small, medium and large). The contractor shall provide blood pressure monitors and cuffs to the DALC that will be send directly to the Veterans. II. RFI DISCLOSURE Vendors should note that responses to this RFI may in part be utilized by the Agency in a determination whether or not to set aside particularly listed Agency items or item exclusively for participation by various small business socio-economic concerns. This is a Request for Information only. It is not an invitation to submit any offers or bids. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. Do not submit any offers or bids in response to this (RFI). Responses to this RFI are not offers and cannot be accepted by the Agency to form a binding contract. The Agency will not award a contract on the basis of this RFI nor will it pay for information or comments submitted to the Agency in response to this RFI.   The results of this RFI will be utilized to determine if any Service Disabled Veteran Owned Small Business/Veteran Owned Small Business (SDVOSB/VOSB) opportunities exist. However, this RFI is also being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. All Small Business, Socioeconomic contracting programs (8(a), HUBZone, WOSB) will be considered. This requirement is assigned a NAICS code of 339112, All Other Business Support Services. The size standard for this NAICS code is 1,000 employees. As a result of this RFI, the VA DALC may conduct a competitive procurement and subsequently award a contract. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. III. SCOPE The scope of this requirement is to provide Bluetooth and Non-Bluetooth blood pressure monitors and differing size cuffs. IV. OBJECTIVES The objective of this requirement is to obtain Bluetooth and Non-Bluetooth blood pressure monitors, differing size cuffs and replacement cords through an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Objectives of the resulting IDIQ are for a contractor to provide the necessary products required to meet the salient requirements outlined in the minimum technical requirements. The contractor shall have the capability to deliver all the products to the DALC V. Minimum Technical Requirements Bluetooth and Non-Bluetooth Blood Pressure Monitor Minimum Technical Requirements FDA APPROVED ARM USAGE Display: LCD Digital Display Measurement Range: Pressure: 0 to 299 mmHg Systolic pressure: 60 - 279mmHg Diastolic pressure: 40 - 200 mmHg Pulse: 40 - 180 beats / minute ACCURACY/CALIBRATION: Pressure: +/- 3mmHG or 2% of reading Pulse: +/- 5% of reading INFLATION: Automatic by electric Pump DEFLATION: Automatic by pressure release valve RAPID AIR RELEASE: Automatic exhaust valve MEASUREMENT METHOD: Oscillometeric Method POWER SOURCE: 120 V 50Hz AC adapter or battery (AA perferred will accept AAA) Batteries included with device not installed BATTERY LIFE: Approx. 500 uses when used 6 times per day with for new alkaline batteries OPERATING TEMP/HUMIDITY: 50 ºF to 104 ºF (10 ºC to 40 ºC) /15 to 85% RH STORAGE TEMP/HUMIDITY/AIR PRESSURE: -4 ºF to 140 ºF (-20 ºC to 60 ºC) /10 to 85% RH/700 - 1060 hPa Memory: Up to 100 per user USEFUL LIFE: 5 YEARS (when used 6 times per day) Storage Case Warranty: 1-5 years Individual serial number labeled on outside of box that can be scanned 10 Day Delivery Demand of Approximately 50 units per moth VI.
