Description
This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The International Trade Administration (ITA) is the US Department of Commerce bureau that helps create economic opportunity for American workers and businesses by promoting trade and investment, strengthening industry competitiveness, and ensuring fair trade. ITA consists of three business units (for additional information, please see: http://www.trade.gov). Industry & Analysis' (I&A) staff of industry, trade and economic analysts devise and implement international trade, investment, and export promotion strategies that strengthen the global competitiveness of U.S. industries. These initiatives unlock export and investment opportunities for U.S. businesses by combining in-depth quantitative and qualitative analysis with ITA's industry relationships. The office of Manufacturing (MFG) within I&A consists of three offices: Office of Transportation and Machinery, office of Energy and Environmental Industries, and Office of Health and Information Technologies. MFG does this by representing the interests of U.S. industry in trade negotiations, advocating on behalf of industry with foreign governments, publishing research on global opportunities for U.S. industry, and executing export promotion programs. Our efforts ensure that foreign markets are open for U.S. industry, and help guide U.S. businesses toward the best export markets for their products and services. Industry & Analysis also seeks opportunities to enter into strategic public-private partnerships with companies and non-profit associations to achieve mutual export and competitiveness objectives. One of the principal responsibilities of MFG is to provide senior Commerce officials, U.S. Government agencies, and U.S. companies and trade associations with data, analyses and recommendations on health trend (primarily pharmaceuticals and medical devices) and information technologies (primarily semiconductors and telecommunication hardware); energy (smart grid, renewable energy, oil and gas, offshore wind, and civil nuclear sectors); transportation (autos, aerospace, machinery) products worldwide and in regional and country markets. These efforts aim to assist companies with export promotion/counseling, overcoming trade barriers, and strategy. With the current emphasis on assisting U.S. Manufacturing, MFG is also currently focused on the competitiveness of U.S. industry in regards to advanced manufacturing, the Internet of Things (IoT), semiconductors and other innovative and emerging sectors. To fulfill this role in delivering the latest and accurate policy expertise in these sectors, MFG seeks to obtain a subscription that provides up to the minute company activities and intelligence, world-wide trade activities, and legislative and policy actions. MFG would like to procure subscription publications which will provide the most reliable and timely access to the latest news that monitors congress, the Supreme Court, and all agencies with on the ground sources to confirm stories firsthand on various issues-areas like international trade, manufacturing, semiconductors, healthcare, Health IT, defense, transportation, energy market and policy breaking news. The requirement is not limited to, but must include the following features: Required Features of Publications:  Transcripts • Need full editorial control over what's covered and published at the congressional committee/ subcommittee levels and any principal/ cabinet level members • Need verbatim transcripts  Aggregated News Sources • Have access to breaking news tool that monitors Congress, the Supreme Court, and all Agencies with on-the-ground sources to confirm stories firsthand on various issues-areas like international trade, manufacturing, semiconductors, healthcare, Health IT, defense, transportation, energy market and policy breaking news.  Legislative Tracking • Attends every open markup in Congress • Provide full text of all amendments considered (as well as corresponding actions, including votes) within hours after the markup • Legislative Presentation Builder  Legislative Alerting Options • Floor Watch - real-time, floor updates • Related Regulation - updates as agencies issue regulations related to enacted law • Company Positions - updates as organization support/ oppose legislation • Legislative Analysis -bill summaries written by analysts • Notifies users of new bills with similar language • New Actions Occur - updates on bill activity • New Bill Co-sponsors - updates as names are added/ removed • Amendments - updates as names are added • Related Bill Data - changes to CRS terms, text and summary data  Contract Intelligence Information (CIT) • Must provide users visibility to all open and pending contracts/ task orders • We also provide analytics adding context and texture to contracting data • Find qualified teaming partners and small business entities  Analysis • Publish a weekly report combining data, news, and analytics • Must be be available in the form of an editable PowerPoint deck and PDF for easy manipulation and use by the reader  Lobbying Intelligence Tool • Provides private sector lobbying detail (e.g. LDA filings, lobby firms, lobbyists/ contact information)  Committee Member Detail • provide at least two (2) biographies for all committee members - one is (non-partisan) and the other directly from the Member's website/ office  Staff Directories • Provide most up-to-date staff directory for Congressional members  Reporting Staff • Have specialized healthcare reporters, editors and analysts covering related healthcare/ disease/ global health issues as well as defense, national security and cyber (amongst other topics) • Require users have direct access to legislative analysts for off-the-record questions  Company Intelligence • Details on over 300,000 public and privately traded companies. • Instantly analyze lobbying expenditures and issues where a company does or has hired outside firms. • Regulatory comments and litigation against a company. • Detailed breakdowns of an organization's Federal contracting footprint.  Events/Training • Hosts free webinars/training and in-person events • Federal Government decision-makers, subject-matter experts, members of Congress, industry leaders, etc. attend and lead panel conversations • Event topics include trade, healthcare, defense, bill summaries, budget & appropriations, Mergers and Acquisitions, cybersecurity and more The Contractor shall provide database access via email to one analyst within 5 days after contract award. The period of performance is 12 months from date of award with a 12 month option period. Interested vendors shall provide a statement of capabilities that shall include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. A narrative description of subscription and it's ability to meet the specified requirements. 5. Your firms Data Universal Numbering System (DUNS) 6. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than ten (20) pages plus cover sheet.
