Description
Synopsis: The Department of Veterans Affairs NCO7 Network Contracting Office, Augusta GA intends to award a sole-source firm fixed price contract for Roche Diagnostic brand reagents and fully automated and integrated robotic testing platform (to include Troponin T) to Roche Diagnostics Corporation, 9115 Hague Road, Indianapolis, IN 46256-1052. The authority for this action is FAR 8.405-6 (B), Only One source is capable of providing the supplies or services required at the level of quality required because the supplies are unique or highly specialized. The estimated cost of this contract is $6,400,725.90 The North American Industry Classification System (NAICS) code is 325413 with a size standard of 1,250 for this procurement. The expected award date for this contract is on or about August 28, 2017. The proposed contract is to provide Cost Per Reportable Testing for the Chemistry Pathology Laboratory Section, Charlie Norwood VA Medical Center (CNVAMC), Augusta, GA. These reagents are required to perform full range of routine and non-routine testing on whole blood, plasma, urine and other body fluid. Testing platform includes a complete cardiac panel that includes Troponin T, complete hepatitis testing and routine testing for anti-rejection drugs. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Department of Veterans Affairs requirements will be considered for award. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered and must be received no later than12 noon E.S.T. 25 August 2017. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine that a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) at https://www.sam.gov/ in order to be eligible for award. Any documents submitted will not be returned. The capability documentation should include general information and technical background describing in detail the prospective contractor s capabilities and experience that will demonstrate the ability to support these requirements. Any response should be emailed to Jacquetta White at jacquetta.white09@va.gov by 12 Noon local time on 25 August 2017.
