- 1.0 Purpose This is a Request for Information (RFI) as outlined in FAR 15.201(c) (7). The purpose of this RFI is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify businesses capable of performing the functions described herein. The Government is requesting information regarding the capabilities of companies that could support the requirements of the Department of State (DOS), Bureau of Diplomatic Security (DS), Office of Security Technology (ST), as described in this RFI. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the below-listed services in the future. Responders are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate interested parties for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation. 2.0 Background DS is the law enforcement and security arm of the DOS. DS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. All Foreign Service posts (embassies, consulates-general, consulates, et al.) operate with technical and physical security programs designed and maintained by DS. ST's main purpose is ensuring overseas technical and physical security systems are installed, maintained, repaired, upgraded, and monitored. These systems include an early warning system alerting personnel of impending attacks from rockets, artillery, or mortars (RAM). The current early warning system was developed by the Department of Defense (DoD) under the Counter Rocket, Artillery, Mortar (C-RAM) Sense and Warn (S&W) program. S&W is a system that integrates a command and control (C2) system, Lightweight Counter Mortar Radars (LCMR), Giraffe AMB radars, a communication network, and a commercial off-the shelf (COTS) audio and visual warning system. The current S&W C2 has reached the end of its life cycle and must be replaced. 3.0 Prerequisites At this time, there is no requirement for a facility security clearance or cleared staff under the National Industrial Security Program. However, if a respondent participates in the National Industrial Security Program and has facility and personnel clearances, please provide that information in the response. The company must be willing to provide technical assistance during the installation of the system as well as telephone/email based technical support for at least one year after installation. 4.0 Requirements The Sense and Warn Program has a requirement for an Analysis of Alternatives (AoA) that provides an analytical comparison of viable alternatives and a recommended solution for the replacement of the current C2 system. Upon completion of the analysis, the contractor shall provide a written report outlining each alternative which will allow DOS to examine a broad spectrum of potential C2 system replacement alternatives that meet the following requirements. 4.1C2 Replacement System Requirements The replacement system may consist of the following: a.S&W C2 software application; b.Special hardware requirements of the specifications; and c.User's manual The replacement system shall: a.Interface, collect and exchange RAM data with the Giraffe AMB and the AN/TPQ-49 LCMR systems; b.Accept network time synchronization; c.Perform threat evaluation of RAM for analysis, distribution and situational awareness information; d.Perform threat correlation to assess and verify RAM in order to initiate a timely warning, but only after a RAM event has been correlated can an autonomous warning be initiated; e.Provide a scalable integrated surveillance picture; f.Provide tools for planning, configuration and evaluation of the S&W system performance; g.Provide graphical user interface (GUI) technology that uses mil-standard symbols and graphics; h.Provide automated and manual alert management; i.Integrated with the WAVES mass notification system; j.Integrate with the Federal SelecTone 300 VSC-IP (via SNMPv2, v3) notification system; k.Provide data recording to allow the user to create post-incident forensics reports and retrieve historical data, such as alerts and operator actions; l.Provide computer-based training modules that replicate multiple sensor and single sensor tracks; m.Plug into existing S&W IP based communications network equipment; n.Provide a mapping tool that uses standard US digital mapping formats, i.e., CADRG, CIB and DTED. o.Provide a software application that is adaptable, scalable and tailorable to allow the integration of other sensors such as small arms deduction systems and Counter-Unmanned Aerial Systems. 5.0 Instructions Responses must be limited to 25 pages or less and be submitted in Microsoft Word or Portable Document format (PDF), using Times New Roman 12-point font. The Government will not entertain telephone calls or questions for this RFI. The responses should be in the following format/order: 5.1Company Profile, to include: a.All interested companies must have an active registration in the System for Award Management (SAM) and not be on the Excluded Party List. b.Statement identifying socioeconomic business category (Large business, 8(a), HUBzone, Small Business, etc.) and current status under NAICS code 541690, Other Scientific and Technical Consulting Services or other relevant and appropriate NAICS codes. c.Information regarding all government wide acquisition contracts held, i.e., vehicle name, contract number, etc. d.DUNS Number e.CAGE Code to include National Industrial Security Program Clearance Information (if applicable) f.Company Point-of-Contact 5.2Relevant Experience, to include: a.Summary of company's technical capabilities which would support the analysis of alternatives and provide expert knowledge of the market (commercial or non-commercial) within which this requirement exists. The Government would like to see information regarding whether or not the required knowledge exists in-house or if the company plans to subcontract. b.Past performance references for similar work performed within the last five years, including contract number, contract type, contract value, company role, Contracting Officer, point of contact and current telephone number and email address. Include a brief description of how the contract referenced relates to the analysis of alternatives described in the RFI.
