Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (effective 1/19/17). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. The solicitation number is P17PS01927, and the solicitation is issued as a Request for Quotation. The NAICS code is 336411, Aircraft Manufacturing (that also includes aircraft rebuilding, i.e. restoration), with an associated small business size standard of $1,500 employees. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. 01 - DESCRIPTION. The National Park Service has a requirement for a Vendor (e.g., contractor or company) to restore and deliver a circa 1918 Curtiss JN-D4 "Jenny" bi-plane that will become a permanent static exhibit piece in the Pearson Air Museum within Fort Vancouver National Historic Site, Vancouver, WA. 02 - SCOPE OF WORK. Vendor will be responsible for restoring a JN-4D Jenny (using as many period parts as possible) and transporting the restored aircraft to Pearson Air Museum in Vancouver, Washington. Where original parts are not available, vendor will manufacture modern replacements, using like materials and methods from the original. Aircraft will be fabric covered with "ceconite" and painted to match markings of a JN-4D Jenny as it appeared with the 321st Observation Squadron at Pearson Field in the ca. 1925 time frame. Although a period engine (a Curtiss OX-5) is preferable in the restoration, it is not absolutely necessary, and it does not need to be in running condition. Quoters have the option of providing a price for finishing the airframe with a non-operable Curtiss OX-5 engine versus a mock up engine, with the cowling obscuring the fact that there is no engine block in the aircraft. PROJECT TASKS includes the basic requirement and two options, as follows: (1) Restore a Curtiss JN-4D "Jenny" airframe using as many period parts as possible. Where original parts are not available, vendor will use a modern replacement using like materials and manufacturing methods to the original. (2) Fabric cover the aircraft with ceconite and painting it in the markings of a 321st Observation Squadron JN-4D Jenny as it appeared in the mid-1920s at Pearson Field. NPS will provide period black and white photographs of the aircraft and discussions will occur to interpret the correct period paint scheme. (3) OPTION to provide non-functioning Curtiss OX-5 engine. (4) OPTION to build mockup engine elements only visible outside of cowling and install. (5) Assemble the airframe to confirm fit and finish. 03 - DELIVERY. Vendor shall deliver and assemble the airframe in its new display location at Pearson Air Museum, 1115 E. 5th Street, Vancouver, WA 98661. 04 - PERIOD OF PERFORMANCE. Vendor will have approx. a year and a half. Government's anticipated period of performance is from 9/28/17 to 5/31/19. 05 - PRICE SCHEDULE. Quoter shall factor the lump sum price to include all labor, tools, equipment, materials, transportation, and on-site assembly necessary for completing all work. Quoter shall submit a price for each line item. Failure to do so may render the quote ineligible for further consideration. Round each total price to the nearest whole dollar (no cents). The Government anticipates being able to evaluate solely based upon the overall lump sum prices quoted and comparing them to the Government's estimate. However, the Government reserves the right to request a breakdown, such as labor, equipment, transportation, etc. Line Item 01 is the basic requirement. Line Items 02 and 03 are optional. The Government anticipates being able to select one of the two options at time of award, dependent upon sufficient funds being available. If funds are not available at time of award to select either of the options, then both options shall be included in the awarded contract at the firm-fixed prices quoted so that the Government may select/award one of the options should funds become available within the first 9 months of the performance period of the contract (whichever of the options is not selected at that time will no longer be included). LINE ITEM 01 (Basic Requirement): Lump Sum price for restoring, delivering, and assembling a circa 1918 Curtiss JN-4D "Jenny" bi-plane to Pearson Air Museum, Fort Vancouver National Historic Site, Vancouver, WA. $____________. LINE ITEM 02 (Option A): Lump sum price to provide one each, non-functioning Curtiss OX-5 engine. $____________. LINE ITEM 03 (Option B): Lump sum price to build mockup engine elements only visible outside of cowling and install. $____________. 06 - CLAUSES & PROVISIONS. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible Offeror whose quote conforming to the solicitation will be most advantageous to the Government, considering price, relevant experience, and past performance. Relevant Experience is the direct participation in comparable projects, including, but not limited to Quoter ¿s demonstrated experience in restoring historic aircraft, preferably from the World War I era. This includes restoration, fabric cover, painting historic markings from photographs, final rigging and tensioning of rigging wires, and transporting and assembling the airframe on-site for a display piece. Evaluation factors other than price, when combined, are approximately equal to price. When combined, the non-price factors are approximately equal to price. The government reserves the right to make award without discussions. The government reserves the right to cancel this solicitation. In accordance with the clause at 52.204-07, System for Award Management (SAM), quoters must be actively registered in SAM.gov at https:sam.gov. Active registration means that at time quote is submitted registration status in SAM reads "active." Quoters must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with quote, or, have completed the reps/certs section in their SAM.gov registration. The clauses at 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this solicitation. And finally, the clause, "DOI Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP)" is incorporated into this solicitation, by full text as follows (please note that IPP registration is not required until after award): Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Vendor's business invoice (upload your business invoice as an attachment to the IPP invoice before you click "submit" in IPP). Vendor's failure to attach the required documentation will result in the IPP invoice being rejected. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email to ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation. 07 - A U.S. Department of Labor General Wage Decision is required to be incorporated into solicitations and contracts for services exceeding $2,500 in accordance with FAR 22.10, unless otherwise exempt (see FAR 22.1003-3), or if the Quoter checks the comparable certifications as applicable in Section K of the provision at 52.212-3. A Wage Decision is not attached to this solicitation at this time because the county and state will not be known until receipt of quotes and an award decision is made. The applicable Wage Decision will be incorporated into the awarded contract for the county and state of the selected vendor. Quoters are strongly encouraged to conduct an on-line search following these steps to find their applicable Wage Decision for their county and state (where the tasks of the restoration work will be performed): (1) Go to the following website: http://www.wdol.gov/ (2) Near top of screen at left, click on "Selecting SCA WDs" under the heading "Service Contract Act." (3) Select your state name from the drop down menu. (4) Select your county name from the drop down menu. (5) Click "continue." (6) For the question "Were these services previously performed at this locality under an SCA-covered contract?" answer "No." (7) For the question "Are the contract services to be performed as Non-Standard Service?" answer "No." (8) Scroll to bottom and click "Printer Friendly Version." (9) This is the applicable Dept. of Labor Wage Decision that you can view/save/print. 08 - QUESTIONS REGARDING THIS SOLICITATION. All questions shall be submitted in writing via email to Phaedra_Fuller@nps.gov. Reference the solicitation number in the subject line of the email. 09 - WHAT TO SUBMIT (CONTENTS OF QUOTE): (9.1) Option to fill out and submit the Standard Form 18 (SF-18), items 8a through 8f, including DUNS, point of contact name, point of contact phone number and email address, or, Option to include a cover page with quote that includes Quoter's business name, address, DUNS, point of contact name, and point of contact phone number and email address; (9.2) Fill in prices for all line items in the price schedule provided in Section 5 above; (9.3) Acknowledge any amendments issued; (9.4) Indicate if Quoter has filled out Representations and Certifications ("reps/certs") in Quoter's SAM registration (check one): ____yes or ____no. If the answer is "no" then Quoter shall fill out reps/certs provision 52.212-03 manually and include with quote. NOTE: In accordance with the clause 52.219-28 (as incorporated by reference in Section 06 above), if the Quoter does not have a representation in SAM for the NAICS code applicable to this solicitation, the Quoter will be required to complete a rerepresentation and submit to the Contracting Officer after award; (9.5) Brief work plan describing your approach to the project that demonstrates your understanding of the requirements and the capabilities and experience you bring to it; (9.6) Provide written Relevant Experience. As explained above in Section 6, relative experience is the direct participation in comparable projects, including, but not limited to Quoter's demonstrated experience in restoring historic aircraft, preferably from the World War I era. This includes building a mockup engine and installation, fabric cover, painting historic markings from photographs, final rigging and tensioning of rigging wires, and transporting and assembling the airframe on-site for a display piece. For each past project, include project name/title, project location, project cost, and project period of performance; and (9.7) Provide at least three professional references for similar work performed in the past three to five years that includes a point of contact, phone number, and email address. 10 - WHEN AND WHERE TO SUBMIT QUOTE. Each Quoter shall submit a quote that fully addresses the evaluation factors in Section 6, and that complies with preparation and submission instructions in Section 9 and this Section 10. Quotes are due 5pm Pacific Time (PT) on Friday, September 8, 2017. Quoters have two choices to submit their quote: electronically by email, or electronically via FedConnect. Quotes submitted by fax will not be considered. It is the Quoter's responsibility to ensure quote submitted is fully received. (1) If submitting your quote electronically via email, send to Phaedra_Fuller@nps.gov. State the solicitation number in the subject line of the email. (2) If submitting your quote electronically via FedConnect, you are required to register as a user in FedConnect first before submitting. Contractor shall submit one complete quote package that contains all of the requested documentation listed in Section 8, above. Quoter shall not submit partially in FedConnect and then partially in email ¿ must choose one or the other to submit complete quote package.
