Description
Notice of Intent: The USDA, ARS, intends to award a sole source procurement to Hach Company (a.k.a. OTT Hydromet), Inc.,P.0. Box 608, Loveland, CO. 80539-0608, as they are the sole source for this type of sensor pursuant to the authority of 41 U.S.C. 253 (C)(l) and FAR 6.302-1. Only One Responsible Source and No Other Suppliers or Services Will Satisfy Agency Requirements. The award will be for a Seabird Scientific Coastal SUNA V2 nitrate sensor. The SUNA V2 is a chemical free UV nitrate sensor that uses novel,chemical-free approach to measure nitrate concentrations in situ in a wide range of oceanographic and freshwater applications. The SUNA can operate in profiling,towed vehicles, moored applications, and bench top applications and is accompanied by complimentary SUNACom software for both Mac and Windows based platforms. The sensor must have an accuracy of 2 µM (0.028 mg N/L), a turbidity operating range of 0-625 NTU, precision of 3 µM, detection limit of 3 µM, and drift (per hour of lamp time) of < 3 µM. The sensor need to be made of high quality, microbial and corrosion resistant materials, and include prevention methods for biofouling, in order to be used in harsh conditions associated with agricultural waterbodies. The sensor must also provide adaptive sampling capabilities for the spectrometer to integrate variable lengths of time to maximize signal and compensate for low light levels due to high turbidity or CDOM. These last two characteristics are critical to operation of optical sensors in turbid, highly productive aquatic environments routinely encountered by ARS scientists. The sensor must also include a heavy duty case for transport and storage, integrated internal logging, freshwater calibration kit, USB programming cable, 51Ah submersible battery pack, and a battery pack cable. The Government intends to award a firm fixed price Purchase Order on or about August 31, 2017, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:00AM central time, August 30, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
