FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: J - Maintenance, repair, and rebuilding of equipment SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Service for Vacuum Pumps SOLICITATION NUMBER - NB610030-17-04704 RESPONSE DATE: September 2, 2017 DESCRIPTION: The Department of Commerce and the National Institute of Standards and Technology (NIST) have developed a major national facility for neutron scattering called the NIST Center for Neutron Research (NCNR). This facility hosts over fifteen unique instrument stations for use by national and international researchers for materials research. In addition, instruments provide fundamental physics, neutron interferometry, and neutron optics research. The NIST Center for Neutron Research (NCNR) uses Edwards Vacuum, LLC. vacuum pumps exclusively on its neutron guides and instruments to maintain 24/7 operation as a user facility. The Government intends to procure service for two (2) EPX500LE Edward vacuum pumps. The serviced pumps will serve as spares to the vacuum pumps currently being used in different neutron guides throughout the facility. The NCNR vacuum pump systems was designed to function with EPX500LE vacuum pumps from Edwards Vacuum LLC. Therefore, the serviced vacuum pumps must be directly compatible with NCNR's vacuum pump system, otherwise there would be cause for major adjustments to piping, electrical power, and water lines. The Contractor shall provide standard service for two (2) vacuum pumps, which shall provide the pumping capacity necessary to maintain the operational standards for the neutron guides. Delivery shall be FOB destination and take place six (6) weeks from receipt of order unless mutually agreed upon the Government's ability to receive earlier. This requirement is expected to be awarded in September, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the dollar amount is $20,500,000.00. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on September 2, 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
