- This procurement is a Firm Fixed Price and Labor Hour task order under GSA Multiple Award Schedule (MAS), IT Schedule 70, 132-51 (services) for continued support of the SIMAS security incident reporting system. The limited source task order will be issued to Customer Value Partners (CVP) via their GSA schedule contract GS-35F-0227P. The acquisition has been conducted under the authority of Federal Acquisition Regulation (FAR) Subpart 8.4 Federal Supply Schedules Program (FSS), in accordance with the limited sources procedure 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This limited sources action serves only as an interim solution to provide the continuity of mission critical services until the new procurement can be competed and awarded. The performance period is limited to four-months, which is the minimum amount of time required to complete a competitive, long term contract for continued support. The Dept of State (DOS) task order requirements are specifically to develop, enhance, and maintain the DOS security reporting system platform. Due to the evolving priorities and unknown needs of this work, DOS cannot completely identify upcoming requirements for the network solution. DOS is constantly analyzing and updating their required application processes. Therefore, the level of effort required of the contractor depends solely on the prioritization of DOS. Because of the unknown factor involved with development, it is impossible to accurately estimate the extent or duration of work needed from the contractor on a completely firm fixed price basis.
