- Combined Synopsis/Solicitation DESCRIPTION OF REQUIREMENT: The Health Readiness Contracting Office (HRCO) has a requirement for Performance Planning Support Services. The contractor shall provide performance planning, program evaluation, strategic planning activities and service line support to enhance utilization of targeted patient services/programs to positively impact the strategic direction of military medicine. The contractor shall provide assistance in the development and update of, and provide recommendations to build performance plans and specify measurable outcomes through a consolidated strategic planning process which assists the PM in prioritizing initiatives; make recommendations to and assist in the monitoring of the program goals, objectives, and plans; apply sound business principles and performance metrics; provide metrics analysis and insight into operating performance, and make recommendations for improvements; and analyze programs, functional areas, and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management.
