Description
SYNOPSIS: The U.S. Bureau of Reclamation (BOR), Upper Colorado Region (UCR) has a requirement for Water Testing Services at the Glen Canyon Field Division. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 12 Acquisition of Commercial Items in conjunction with Part 13 Simplified Acquisition, as a 100% small business set aside. The BOR intends to issue a competitive base plus four option year solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number R17PS01320 is anticipated for late August of 2017. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. PROJECT DESCRIPTION: The Bureau of Reclamation's Glen Canyon Field Division (GCFD) maintains two Arizona Pollutant Discharge Elimination System (AZPDES) Permits (AZ0026182 & AZ0025666) from the Arizona Department of Environmental Quality (ADEQ) for water discharged into the Colorado River from Glen Canyon Dam's power plant drainage system (PPDS) and wastewater treatment plant (WWTP). These permits require the water discharged from the PPDS and WWTP to meet certain water quality standards. In order to monitor compliance with these water quality standards Arizona Department of Environmental Quality requires frequent sampling and analysis of the water. Reclamation requires the services of an Arizona Certified Environmental Laboratory to perform those analyses. NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project is 541380- Testing Laboratories, with a small business size standard of $15M. The Product Service Code (PSC) is B533. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered and maintain an active registration in the SAM database, found at http://www.sam.gov, in order to be considered for a Government contract award. Prospective offerors must also be listed under the requested NAICS code 541380- Testing Laboratories in the ORCA section of the SAM registry, to qualify for this procurement.
