- THIS IS A SOURCE SOUGHT NOTICE / RQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL AND/OR QUOTE. The Department of Veterans Affairs (VA), Veterans Integrated Systems Network (VISN) 19 and the Network Contracting Office (NCO) 19 are performing market research to determine if there are sufficient numbers of qualified (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; or (3) Small Business to set aside a Firm Fixed Price Off-site Reference Medical Laboratory Testing and Analysis Services multiple-award contract for all VISN 19 Medical Facilities. The VISN 19 Medical Facilities are the Denver VA Medical Center (VAMC) which soon will become the Rocky Mountain Regional VAMC, Aurora, CO; George E. Whalen VA Salt Lake City Health Care System, Salt Lake City, UT; Grand Junction VAMC, Grand Junction, CO; Cheyenne VAMC, Cheyenne, WY, VA Montana Health Care System, Fort Harrison, MT; Billings VA Community Based Outpatient Clinic (CBOC), Billings, MT; Sheridan VAMC, Sheridan, WY; Oklahoma City VA Health, OK, and Jack C. Montgomery VAMC, Muskogee OK. The Government will use responses to this notice to make the appropriate acquisition decision. 1) GENERAL REQUIREMENTS FOR REFERENCE LABORATORY SERVICES The selected contractor shall provide pickup and transport of specimens, pre-analytical processing as defined in its laboratory manual, analysis, reporting of analytical results and interpretation for clinical and anatomical pathological specimens for all the VISN 19 Stations and affiliate CBOCs. The contractor must be able to provide a wide range of testing services as well as specialized testing in areas of hematology, chemistry, coagulation, microbiology, molecular, genetics, virology, clinical interpretation, cytology and anatomic pathology, oncology, and specialized pathology support in specialized pathology areas. 2) The Contractor shall provide the full range of clinical and anatomical pathology diagnostic testing capabilities to execute the required tests plus other new tests added by modification during the term of the contract. All clinical testing shall be executed in accordance with industry standards. All test methods shall be FDA approved. Any non-FDA approved method being performed shall have a documented validation plan made available to the COR or designee upon request. The contractor shall provide a standard catalog (printed and electronic) of all testing services available along with a price list of amount to be billed to the government to each ordering facility. At a minimum, the compendium shall include: Ordering Code (contractor s identification code) LOINC Code (Logical Observation Identifier Names and Codes) CPT Code Interface Code Test Name/Synonyms Test Methodology Specimen Types Specimen collection and handling requirements Test result interpretation or interpretive remarks Testing site (if not performed in the contractor s main laboratory facility) Maximum Turnaround Time (TAT), excluding time required for repeat assay. For those tests offered on a STAT basis, TAT should be listed separately. Assay schedule- must state MWF for tests set up Monday, Wednesday and Friday; MTWTF for Monday Friday; TT for Tuesday and Thursday; Daily for everyday. Number of days required for completing an assay and reporting a result. Assay Method Reference Ranges Limit number of tests per day. Applies to overflow tests only. Unit price and discount offered to the government. Pickup and Transportation of Samples. The contractor shall be responsible for the pick-up and transportation of specimens to the contractor s laboratory(ies). STAT/Emergency. The contractor shall pickup STAT/Emergency specimens within one hour of notification of specimen availability. STAT/Emergency courier charges may apply per contract pricing. Emergency services will be available 24 hours per day, 7 days a week, 365 days per year including all Government holidays. Routine. Scheduled pickup times will be mutually agreed upon between the contractor and each ordering facility. Weekends or Federal Holidays. The ordering activity COR or designee will notify the contractor, via telephone, when a pickup courier is required on weekends or Federal Holidays. Courier charges may apply per contract pricing for requests outside of regularly scheduled pickup times. 3) The contractor shall be responsible for transporting in such a manner as to ensure the integrity of the specimen. The contractor shall supply any special preservatives required for specimen preservation and packing material capable of maintaining temperature requirements for specimens until they reach the Contractor s laboratory under the terms of this agreement. 4) QUALIFICATION REQUIREMENTS: Licensing and Accreditation. Only fully licensed and accredited laboratories shall actively engage in providing the specific services and laboratory testing outlined in this contract will be considered. The contractor shall have all licenses, permits, accreditations, and certificates required by law. The reference laboratory must be licensed and accredited by the College of American Pathology (CAP) and/or other state regulatory agencies and mandated by federal and state statues. In addition, the laboratory must be certified as meeting the requirements of the Department of Health and Human Services Clinical Laboratory Improvement Act of 1988. The total contract period shall be one base year and four (4) inclusive option year periods not to exceed five (5) years. The total contract amount, including all options years will be in the amount of $43 Million. This contemplated solicitation will be evaluated based on best value determination (comparative analysis) in terms of technical capabilities, past performance, and price in accordance with FAR 13.106.
