- Draft Statement of Objectives USPTO OFFICE OF THE CHIEF ADMINISTRATIVE OFFICER REQUEST FOR INFORMATION 272P1700821 August 23, 2017 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued by the United States Patent and Trademark Office (USPTO) solely for information and planning purposes; it does not constitute a Request for Quote (RFQ)/Request for Proposal (RFP) or a promise to issue an RFQ/RFP. This RFI does not commit the Government to contract for any supply or services. The USPTO is not seeking proposals at this time. The Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. It is the intent of the USPTO to use this market research to assist in planning. The USPTO Office the Chief Administrative Officer has a requirement for the Next Generation of the Employee Engagement (People) Survey as described in the attached draft Statement of Objectives. Please submit a capability statement in response to this RFI. Clearly mark any information that is proprietary in your capability statement. Capability statements should be submitted electronically to Matt Zorch at matt.zorch@uspto.gov, with the subject line RFI 272P1700821 no later than 5:00 pm EST on September 24, 2017, and contain no more than 10 pages. Capability statements should include: 1. Your company name, address, DUNs 2. Business size under NAICS 541611 (Identify any socioeconomic designations and when they expire if applicable) 3. Your company point of contact (name, phone, e-mail) 4. GSA Schedule Contract Number if applicable 5. Recommended Methodology 6. Outline process to implement survey and address survey feedback - based on recommended methodology 7. Rough Order of Magnitude (ROM) outlining resources and costs associated with the recommended methodology 8. Provide three references (preferably for efforts with agencies/businesses similar in size/employee numbers to the USPTO) where the recommended methodology was implemented successfully for the same or similar services (Federal or commercial) completed within the past three years. For each reference include: name of customer, customer point of contact (name, phone, e-mail), contract number (if applicable), a brief description of the services provided, the total dollar amount of the services provided, the period of performance for the services provided, and whether a past performance reference for the services provided has been entered into the Past Performance and Information Retrieval System (PPIRS). The USPTO reserves the right to review responses to this RFI and issue a Request for Proposal (RFP)/Request for Quote (RFQ) to vendors using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C 2(b)(4)(A).
