- The National Marine Fisheries Service, located administratively within the National Oceanic and Atmospheric Administration’s (NOAA) intends to purchase services to develop a conservation plan with a West Hawaii resort to facilitate the implementation of a priority conservation action identified by the plan. The services are provided by The Nature Conservancy located in Arlington, VA. The requested services (see information below)are provided solely by The Nature Conservancy and the only known qualified source of this part due to the company has, through separate efforts, been working to monitor water quality along the West Hawaii shore to detect patterns in water quality, and thus marine habitat quality, related to potential hotel/resort impacts. Due to the sensitivity of water quality information related to magnitude of individual resort impacts, The Nature Conservancy is in a unique position to work in a confidential setting with resorts to identify the most harmful impacts in coordination with resort practices based on water quality data results, and then assist the resort in the development of a plan that addresses the most harmful impacts. Utilizing existing sensitive, and previously collected, water quality data will result in maximizing benefits to NOAA trust resources through reduction of impacts. Through The Nature Conservancy's previous work, there are pre-established access agreements and relationships that would take another entity a significant amount of time to develop with the resorts. In addition, a high level of trust has been established between the resorts and The Nature Conservancy. This level of trust related to confidentiality of water quality information, and long term relationships would be costly and take extra time for a new entity to establish. Thus, it is in the best interest of the National Marine Fisheries Service to save time and costs, and to utilize previously collected sensitive water quality data to facilitate marine conservation. The requirements for the items are as follows: Ø Task 1 Develop a plan to provide options on long term funding mechanisms for local resorts to support priority habitat restoration projects in West Hawaii Habitat Focus Area Ø Task 2 Engage individual resorts and Kohala Coastal Report Association to establish a conservation fund and provide support for implementing habitat restoration strategies in West Hawaii Habitat Focus Area All items shall be delivered to the U.S. Department of Commerce/NOAA/National Marine Fisheries Service/Arcata Area Office located at 1655 Heindon Rd. Aracata, CA 95521-4573 The Government is not aware of any other vendors that can provide this specialized service while also meeting all of the requirements listed above. The intended procurement is to develop a conservation plan for the National Marine Fisheries Service. The Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (The Nature Conservancy) under the authority of FAR 13.106-1(b)(1)(i). A ll proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to The Nature Conservancy whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed conservation report. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the needed conservation report that provides the same form, fit and function as the conservation report specified above. Any responses that provide for the conservation report services other than that specified must be accompanied by descriptive literature and show it meets the same form, fit and function. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed conservation report. Offerors may send their proposal via email only to james.d.moore@noaa.gov. The NAICS code for this requirement is 541990. The NWS special packaging/marking requirement will be applicable. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
