Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), is conducting a market survey to identify capable sources within the United States and Canada who can Load, Assemble, and Pack (LAP) and delivery the 155mm XM1128 Projectile. The purpose of this market survey is to obtain current information on the capability of potential sources to LAP the 155mm XM1128 Projectile starting in Fiscal Year (FY) 2020. The LAP of the 155mm XM1128 Projectile includes the Base Bleed and its components and is under the Enhanced Lethality Cannon Munition (ELCM) program. The metal parts and wooden pallets for the LAP of the 155mm XM1128 Projectile will be provided to the contractors as Government Furnished Materials (GFM). The Insensitive Munitions eXplosive- 104 (IMX-104) explosive will be Contractor Furnished Material (CFM). The 155mm XM1128 Projectile is a 155mm High Explosive (HE) cannon projectile which will provide improved effectiveness, lethality, and range over the existing M795 IM (DA54) projectile. The 155mm XM1128 Projectile is a unitary warhead projectile and will comply with the 2008 Department of Defense (DoD) cluster munition policy. The 155mm XM1128 Projectile will also employ mitigations for the Insensitive Munitions (IM) Policy. The 155mm XM1128 Projectile will be compatible with current 155mm firing platforms (M109 & M777), but is also intended to exploit developing cannon barrel assemblies and advanced (super) propelling charges. The LAP contractor will be procuring the Base Bleed and its components as part of this effort. The 155mm XM1128 Projectile will contain melt pour IMX-104. The 155mm XM1128 Projectile is capable of precision engagement, when mated with the M1156 Precision Guidance Kit (PGK) fuze,, allowing first round fire-for-effect employment and reduced quantity of rounds to achieve desired effects. The 155mm XM1128 Projectile is also effective with conventional fuzes such as the M782, M767 series, M739 series, M732A2, and MK399. Significant 155mm XM1128 Projectile performance requirements are indicated below: - An accuracy of low angle=Probable Error (PE) range <.35%, PE deflection <1mil, high angle=PE range <.35%, PE deflection <2 mils (Threshold) to.20% range fired, PE deflection.5 mil at low angle and 1 mil high angle. (Objective) - A maximum range of 30km (Threshold) to 70km (Objective) when fired from a 39 caliber howitzer barrel (M109/M777) (not applicable to M1156 (NA29 PGK); With M1156 (NA29 PGK) a maximum range of 27 km (Threshold) to 70km (Objective); - A minimum range of low angle =3.4km, high angle=5.0km (Threshold) to low angle= 3.0km, high angle=4.7km (Objective); - Fuze Compatibility of the M782, M767 series, M739 series, M732A2, MK399, and M1156 (NA29 PGK) (Threshold=Objective); - Propellant Compatibility with the M119A2, M203A1, M231, and M232A1 (Threshold) to Joint Ballistic Memorandum of Understanding propellant systems, Supercharge XM654 (Objective); - Regarding effectiveness, the XM1128 with Lithographic Fragmentation Technology (LFT) shall achieve equal to or greater than M795 IM (DA54) - Platform Compatibility with the US 39 caliber weapon systems M777A2, M109A6, M109A7, Interoperable with 52 caliber Archer, and PzH2000 (Threshold) to the Extended Range Cannon Artillery (ERCA) XM907 (Objective); - Insensitive Munitions (IM) to be in accordance with PEO Ammo IM Plan (Threshold) to Full IM Compliance (Objective) - A 20 year storage life (Threshold=Objective) The 155mm XM1128 Projectile is expected to achieve Milestone C (MS C) in FY 20 and Initial Operational Capability (IOC) within the FY 22 timeframe. It is anticipated that the initial production phase will consist of five (5) years of production starting in FY20. The Low Rate Initial Production (LRIP) estimated quantities are a total of 2,500 cartridges. To be considered a capable source for this effort, all interested sources must submit the following information: 1. Provide the organization's name, address, technical point of contact, phone number, e-mail address, and business size; 2. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, potential partnering/teaming arrangements, capabilities; 3. A description of facilities/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used; 4. Past manufacturing experience with Load, Assemble, and Pack (LAP) and delivery of 155mm projectiles; 5. Identification of any long lead items for the LAP of the 155mm XM1128 Projectile and the IMX-104; 6. A description of the company's existing production capacity, their projected monthly production and delivery capability, and their ability to meet the Government's minimum production rate of 5,000 units per month and 7. Provide a Rough Order of Magnitude (ROM) for the unit price of a quantity of 10,000; 25,000; and 50,000 cartridges/per year. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government. All information submitted will be held in a confidential status.
