- The Federal Aviation Administration (FAA) is seeking sources to assist in the administration of its 2018-2023 Intern Program. The FAA ™s Intern Program will enable college students to supplement their academic coursework with study-related work experiences in Aviation and Aerospace facilities nationwide where FAA programs have cooperative agreements or memoranda of understanding. Students will be placed in a variety of career fields including but not limited to: aviation research, flight standards and operations, computer science, engineering (aerospace, computer, civil, electronics, electrical, and mechanical), finance, business, legal, and other aviation and transportation studies. Students ™ skills, knowledge, and abilities will be matched with their career interests. The FAA will provide students with career related work experiences based on their requests and those of the Lines of Business (LOB) in the FAA Headquarters, Regional Offices, and/or Centers. The Contracting Officer ™s Representative (COR) will coordinate the LOB requests to develop position descriptions for student assignments to ensure that work assignments are productive and meaningful to both students and the LOB. The FAA envisions two awards under this contract. The first award is planned to be limited to an eligible 8(a) certified business and be focused on providing intern candidates from Historically Black Colleges and Universities. The second award is planned to be a full and open competition and be focused on providing intern candidates from multiple sources. The FAA plans to establish relationships with selected regional universities to provide candidate interns to supplement candidates identified by the awardee. Required efforts to be provided by the awardees under these planned contracts include: recruitment, processing and evaluation of applications, referral, coordination, tracking/data, intern orientation, intern training & enrichment support, intern performance evaluation and personnel administration. Additional details are contained in the provided Statement of Work. The FAA Intern program is open to all qualified applicants but is designed to provide qualified women, persons with disabilities, and members of diverse groups with opportunities in FAA career fields where these groups have been under-represented. The FAA has identified North American Industry Classification Systems (NAICS) codes 541611, Administrative Management and General Management Consulting Services, 611710 Educational Support Services and 541618 Other Management Consulting Services as potentially applicable to this acquisition. The FAA requests interested companies identify any alternate NAICS code to these for FAA consideration. The final code will be included in the solicitation. This public announcement is being issued in accordance with the FAA ™s Acquisition Management System (AMS) Section T3.2.1.2. This is not a solicitation announcement. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information received or for any costs incurred in response to this Market Survey. PROJECTED SCHEDULE OF EVENTS See attachment - FAACO Intern Program Market Survey PERIOD OF PERFORMANCE The Period of Performance will include a one (1) year Base Period and four (4) one-year Options for a potential of five (5) years. SUBMISSION REQUIREMENTS AND INSTRUCTIONS All responses must be submitted to Toloria J. Crawford, Contracting Officer via email to Toloria.J.Crawford@FAA.Gov, no later than September 5, 2017, 2PM EST. Electronic submissions should be in either Microsoft Word (Arial font, size 12), Microsoft Excel, or pdf, as applicable. Also, please note that the FAA e-mail server restricts file size to 10 MB, therefore, responses may have to be submitted in more than one e-mail in order to be received. Submission must include company point(s) of contact, telephone number(s), email address(es), fax number(s), and mailing address. Attached is a preliminary draft of the Intern Program Statement of Work for this program. SURVEY AND QUESTIONS Interested companies are asked to respond to the following survey questions. 1.Capabilities Questionnaire - Capabilities summary responding to corporate experience in performing the work described in the Statement of Work. Response is limited to 5 pages and is to be submitted using the following file naming convention: IP Capabilities_(insert your company name).docx 2.Are there recommendations for changes to the content and scope of the draft Statement of Work? If so, please provide a description of them and explain their relevance. Response is limited to 3 pages and is to be submitted using the following file naming convention: SOW Recommendations_(insert your company name).docx 3.Please add any additional recommendations on topics that have not been addressed in the above questions.
