Description
The National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Immunogenetics (LIG) intends to negotiate on an other than full and open competition basis with Becton, Dickinson and Company, 2350 Qume Drive, San Jose, California 95131 to procure a FACSAria Fusion SORP - #658282, Workstation Bundle Z240TWR FACSAria, NEC 19In LCD Monitor, Aria II Temperature Control Option 115v. This flow cytometer will be integrated into a Class II Type A2 Biological Safety Cabinet (BSC). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Rockville, MD 20852 approximately 120 days after receipt of award. The ability to sort cells is a capability which is currently unavailable on the Twinbrook Campus. To accommodate the ability to do detailed immunophenotyping (including on rare populations), and to sort those cells, the lab requires a BD FACSAria Fusion SORP cell sorter flow cytometer that consist of a 4-lasers, 18-colors and 20 parameters, which will be integrated with a Class II Type A2 BSC. This flow cytometer will be in addition to the BD cell sorters including the FACSAria Fusion SORP already located in our Flow Cytometry Section. This will allow the lab to assist another lab by remotely interfacing, which cannot be done with another cell sorter from another vendor. Biological safety in flow cytometry is an emerging requirement for core laboratories concerned about the potential accidental exposure of operators to biological samples. The National Institutes of Health, Office of Research Services is mandating that all new cell sorters be encased in a BSC, or a stand-alone facility with negative pressure. Because of this decrease in space, LIG does not have a separate room with negative air pressure, therefore, the lab's only option is to procure a cell sorter that has been integrated into a BSC. At this time Becton, Dickinson and Company, is the only known vendor that offers the combination of cell sorter within a BSC. This equipment can only be provided by Becton, Dickinson and Company. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same or similar equipment may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1860824) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Friday, September 1, 2017. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
