Description
The U.S. Army Contracting Command - New Jersey, Emerging Technologies (ACC-NJ-ET), Benet Laboratories, Watervliet Arsenal, NY, on behalf of the US Army Armaments, Research, Development & Engineering Center's (ARDEC), Benet Laboratories (BL), intends to award a sole source call order to Software and Engineering Associates, Inc. (SEA) (herein referred as the Contractor), located at 1175 Fairview Dr, Suite I, Carson City, NV 89701, under existing BPA #W15QKN-16-A-0117. The NAICS Code for this acquisition is 511210 and the small business size standard is $38.5 Million. The government requires the Contractor to provide continued support of Gun Tube Analysis Program (GTAP) Modeling Software that shall include but not limited to, all updates, bug fixes, technical support via the internet or phone, all upgrades, maintenance, training and any additional software purchase and support. Any information developed under this task belongs to the government (Benet Labs). This maintenance will support Benet Laboratories modeling systems for changes in gun, charge, and projectile configurations as gun systems continuously evolve. This GTAP software design tool shall include the following: • Continued GTAP maintenance upgrades, support, and government (Benet Labs) royalty free unlimited use of all past/present related software upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the CCET thermochemistry code and its GTAP and non- GTAP user interfaces. • Continued GTAP maintenance upgrades, support, and government (Benet Labs) royalty free unlimited use of all past/present related software upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the MABL, GTBL, GTNS interior ballistics and/or fluid dynamics codes and their GTAP and non- GTAP user interfaces. • Continued GTAP maintenance upgrades, support, and government (Benet Labs) royalty free unlimited use of all past/present related software upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the MACE bore heat transfer, degradation, wear, and erosion code and its GTAP and non- GTAP user interfaces. • Continued GTAP maintenance upgrades, support, and government (Benet Labs) use of all past/present upgrades including: full source code, PC and Linux executables, test cases, and detailed theory/user's manuals for the CEQUEL thermochemistry code Excel plug-in and it's GTAP and non- GTAP user interfaces. The Contractor shall submit one electronic copy of full source code, PC and Linux executables, test cases, and detailed theory/user's manuals detailing the following codes: • Updates of PC and Linux full source code for CCET, MABL, GTBL, GTNS and MACE codes for their GTAP and command line (non-GTAP) user interfaces, IAW Data Item DI-IPSC-81441A; • Updates of PC and Linux executables for CCET, MABL, GTBL, GTNS and MACE codes for their GTAP and command line (non-GTAP) user interfaces, IAW Data Item DI-IPSC-81441A; • Updates of PC and Linux test cases for CCET, MABL, GTBL, GTNS and MACE codes for their GTAP and command line (non-GTAP) user interfaces, IAW Data Item DI-IPSC-81439A; • Updates of PC and Linux detailed theory/user's manuals for CCET, MABL, GTBL, GTNS and MACE codes for their GTAP and command line (non-GTAP) user interfaces, IAW Data Item DI-IPSC-81443A. AUTHORITY: This acquisition is being conducted using other than full and open competition as authorized by FAR 6.302-1(b) (1) (ii) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements - for Unique Supplies or Services. Responsible offerors may submit a capability statement, which shall be considered by the Government; but this notice of intent, is not a request for competitive quotes. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. No costs may be incurred for this effort unless specifically authorized by the Contracting Officer and this notice does not constitute such authorization. The Government reserves the right to award without discussions. The closing date for this notice is 7 September 2017 16:00 Eastern Standard Time. APPLICABILITY OF AUTHORITY: The availability of the software maintenance listed above is from only one source, Software & Engineering Associates, Inc. (SEA Inc). The company has the unique expertise and a twenty-seven (27) year joint effort with the US Army Benet Labs to achieve the advanced software product required in the Performance Work Statement (PWS). The Gun Tube Analysis Program (GTAP) Software is unique because it calculates changes in gun, charge, and projectile configurations as gun systems continuously evolve. In addition, the software is a design, development, and an evaluation tool for thermochemistry, fluid dynamics, heat transfer, bore degradation, bore wear, and bore erosion. The unique capabilities identified above are critical to meet the Government's requirements because this software is used to develop and field every US Army ARDEC gun and ammunition system. The software has also been used to solve all fielded system problem for US Army ARDEC gun and ammunition system. This software has been used to do this since 1990 by the warfighter. The call order will incorporate one or more clauses by reference, with the same force and effect as if they were given in full text.
