SOURCES SOUGHT SYNOPSIS DESCRIPTION: This Sources Sought Synopsis shall be used to determine the availability of potential sources having the skills and capabilities necessary to perform/provide Ground Maintenance Services at Overton Brooks VA Medical Center. All interested vendors are invited to provide information to contribute to this market survey/sources sought synopsis including, commercial market information. This is not a solicitation announcement. This is a sources sought synopsis only. Questions should be submitted by email to anthony.mitchell4@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hubzone, 8(a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 561730, Landscape Care and Maintenance Services (size standard of $7.5 million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. Please demonstrate the contractor's ability to perform services of this nature as the course of its daily business operations. Services shall be performed in accordance with industry standards and practices by qualified personnel. Responses must be emailed to anthony.mitchell4@va.gov no later than NOON CST, September 8, 2017. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. Please place Attention: OBVAMC Grounds Maintenance, in the subject line of your email. This notice is to assist the VA in determining sources only. A solicitation is not currently available; therefore, DO NOT REQUEST A COPY OF A SOLICITATION THAT DOES NOT EXISTS. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: (1) Submit a brief [five (5) pages or less] capability statement explaining your capability to perform commercial residential substance abuse treatment program services. Include the number of qualified personnel need to accomplish this service. Include experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. Please specify your maximum capacity and your availability to start. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in the System for Award Management (SAM). To receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. SPECIFIED REQUIREMENT: The contractor shall communicate its capabilities to accomplish the following: Statement of Work Grounds Maintenance Services 1. BACKGROUND The Overton Brooks VA Medical Center in Shreveport, Louisiana has a requirement for a grounds contractor to maintain all shrubs, flower beds, trimming shrub/hedges when necessary, mulch beds, remove weeds, cut lawn as scheduled per the Medical Center, plant new seasonal bedding flowers, remove dead shrubs/limbs/debris and fertilization of the lawn twice a year. 2. SCOPE OF WORK A. The contractor shall provide all labor and supervision required to maintain shrubs, flower beds, trimming shrub/hedges when necessary, mulch beds, remove weeds, seed, and cut lawn. B. Contractor and employees are responsible for the design and installation of all landscaping projects using Northwest Louisiana friendly landscaping and material as directed by the Maintenance and Operations Supervisor, Operations Supervisor, and the VA Gardener. C. Contractor is responsible for ordering chemicals, fertilizer, grass seed, soil, mulch, and other landscaping supplies necessary for the daily landscaping needs of the facility. D. The contractor and his staff are responsible for maintenance and operation of all grounds equipment including lawnmowers, weed eaters, front-end loaders, fork-lifts, bucket lifts, scissor lifts, chainsaws, irrigation equipment, and portable watering devices. All tools and equipment are provided by the VA. E. The contractor shall keep all roads, walkways, sidewalks, and parking lots clean of all debris. F. The contractor will get instruction from the M&O Supervisor, Operations Supervisor, or the VA Gardener each day. Duties may change within the scope of work depending on the needs of the Medical Center. G. The contractor and his employees may be asked to assist with the setup and operation of events taking place on the grounds of the facility. H. The contractor may be subject to all weather conditions, hot, cold, wet, etc., and work in a dirty dusty environment. 3. CONTRACTOR FURNISHED ITEMS AND SERVICES A. The contractor shall provide the labor and certifications necessary to fulfill all the requirements detailed in this performance work statement. The contractor is responsible for maintaining an equipment inventory of all tools and equipment provided by the VA. B. The contractor or his designee will maintain and install new irrigation piping, drip lines, spray heads, and control valves as required to supply irrigation to landscaping and lawns on the grounds of the facility. C. Spaces assigned to the contractor and employees are the responsibility of the contractor. These spaces will be cleaned daily and any damage or deficiencies will be reported to the M&O supervisor within 24 hours after the start of the next scheduled workday. 4. SPECIAL REQUIREMENTS A. VA Police will issue identification badges to contractors, employees and sub-contractors which must be worn at all times when on VA property. B. Contractor shall keep facility grounds clean and haul away all debris to a designated container. 5. QUALIFICATIONS/CERTIFICATIONS The contractor shall possess, at a minimum, the following performance qualifications: A. Maintain certification in Louisiana landscaping by a regionally accredited organization. B. Possess technical staff qualified by professional education and technical experience to perform the work required by this statement of work. C. Ensure that the contractor and all employees working on-site have taken an OSHA Certified 10-hour construction safety course. 6. SAFETY REGULATIONS A. All VA and OSHA safety regulations shall be observed while on-site. B. VA Safety Officer shall have full authority to see that the contractor follows all safety rules and regulations relative to this contract. C. Provide the necessary tools, supplies, and barricades/signage where required to provide a safe environment for the Veterans, Visitors, and Employees at the facility. 7. SUPPLIES AND EQUIPMENT A. All equipment, tools, and supplies will be provided by the Medical Center. 8. SCHEDULING AND HOURS OF WORK A. Hours of work will be from 7:00 AM until 3:30 PM, Monday through Friday. Except for Federal Government observed holidays. B. All off-hours work shall be scheduled three (3) days in advance with the M&O Supervisor unless other mutually agreeable arrangements are made. C. The ten (10) holidays observed by the Federal Government are New Year s Day, Martin Luther King s Birthday, Washington s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas, and any other day specifically declared by the President of the United States to be a national holiday. On-site work will not be allowed on those days unless mutually agreeable arrangements are made beforehand. 9. INSPECTIONS A. All work shall be inspected weekly by the M&O Supervisor, Operations Supervisor, or the VA Gardener.
