Attachment 2 - CLAUSES Attachment 1 - Statement of Work I. DESCRIPTION This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotations (RFQ) HSHQDC-17-Q-00460. The NAICS code for this solicitation is 5111199 and the Small Business Standard is 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75. It is anticipated that a firm-fixed-price contract will be issued as a result of this solicitation. II. OVERVIEW The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS Science and Technology Directorate (DHS S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the U.S. and leveraging these existing resources into technological tools to help protect the homeland. Technology foraging supports this effort. Technology foraging is a high impact process that proactively leverages the public and private sectors- both international and domestic - to identify, locate and evaluate existing or developing technologies, products, services, and emerging trends to expedite speed of execution, maximize partnership opportunities, and assemble resources in order to impact the development of current or future Homeland Security systems and architectures, DHS operational user needs and/or DHS S&T programs. III. REQUIREMENTS To support technology foraging, DHS S&T seeks web-based, on-demand (24/7) access to market research information, trends, forecasts, market analysis, technical insights, and best practices research. Access must include inquiry time with analysts who produce the research. Topics covered must include at least aerospace, defense, and security technologies. Please see the detailed requirements identified in ATTACHMENT 1 - STATEMENT OF WORK. IV. QUOTE EVALUATION The government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the government, price, and other factors considered. The following factors shall be used to evaluate offers: 1. FACTOR 1 - Technical Capability 2. FACTOR 2 - Past Performance 3. FACTOR 3 - Price Factor 1 is more important than Factor 2. Factor 1 and Factor 2 (Technical, Non-priced Factors) combined are more important than Factor 3 (Price Factor). V. SUBMISSION REQUIREMENTS In order to be eligible for award, Offerors must provide a quote to include the following: (a) FACTOR 1 - Technical Capability (NOT-TO-EXCEED FIVE (5) PAGES) Offerors are required to provide a written technical response no longer than five (5) pages in length that clearly and concisely describes how the requirements of the Statement of Work will be fulfilled. The technical quote shall cover the Offeror's approach for achieving each individual task area of the Statement of Work in sufficient detail for it to be considered. (b) FACTOR 2 - PAST PERFORMANCE (NOT-TO-EXCEED FIVE (5) PAGES) The Offeror must demonstrate that their past performance experience is capable of providing the support needed to achieve the Statement of Work requirements by including the following: --A narrative highlighting the Offeror's experience (including Federal, State, and local government and private) which are similar in scope, size, and complexity to the work required by this solicitation. Offeror's shall submit at least one (1) or no more than three (3) recent, not later than three (3) years prior, contract/task order as reference. --The following shall be identified when describing current or past experience: Name of Agency Point of Contact (name, the phone number. and email address) Full Contract/Task Order Number Period of Performance Total Contract/Task Order Value A brief narrative of why your firm believes this reference is relevant to the proposed task. (c) FACTOR 3 - PRICE Offerors are required to provide a full priced quote for a FIRM FIXED-PRICE (FFP) award that satisfy the requirements of one (1) Base Period and two (2) Option Periods included in the Statement of Work. There is not page limitation for the price quote. Price shall be submitted in a separate document. It will be evaluated for reasonableness. Quotes consisting of the above information shall be submitted via e-mail, in PDF format to: Jenista Featherstone at Jenista.Featherstone@hq.dhs.gov by 11:00AM, EST, Wednesday, September 6, 2017. There will be no exceptions to the time and date of which quotes are due, unless determined by the Government. Offers are invited to submit questions via e-mail to Jenista.Featherstone@hq.dhs.gov about this solicitation no later than 9:00AM, EST, Wednesday, August 30, 2017. NO EXCEPTIONS. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers' specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
