Description

The Department of Homeland Security (DHS) intends to issue on a sole source basis, an award to Kelvin International for the acquisition of a Liquid Nitrogen Generator System, storage tanks (dewars), and all related accessories. Kelvin International Corporation is best suited to meet the requirements of the TSL for this purchase request. Based on a review of specification sheets from a variety of manufacturers who supply similar systems, the combination of air cooling, automatic filling, adjustable pressure rate, and production rate to meet TSL's technical requirements has only been found with the Kelvin International Corporation product. While some manufacturers can meet some of the requirements, Kelvin International Corporation was the only manufacturer or supplier found that can meet all of the stated requirements. Based on the foregoing this requirement will be procured in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". This notice IS NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
