Transcription Services HE1254-17-RFI-9001 SOURCES SOUGHT ANNOUNCEMENT The Department of the Defense Education Activity (DoDEA), VA on behalf of The Department of Defense Inspector General (DoDIG), is seeking sources for transcription services. CONTRACTING OFFICE ADDRESS: Department of Defense Education Activity (DODEA) Procurement 4800 Mark Center Drive Alexandria, VA 22350-1400 INTRODUCTION: This is a SOURCES SOUGHT to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Government anticipates awarding a single award Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract, with a 12-month base period with four 12-month option periods. DODEA is seeking information for potential sources for transcription services. The DoDIG and its components digitally record interviews of English-speaking subjects and witnesses during the course of administrative investigations, audits, inspections, and evaluations in a controlled and uncontrolled environment. DoDIG requires the use of an unclassified transcription service to support these administrative investigative activities. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: HQ0034-14-A-0014-0004 Contract Type: Multiple award Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA). Incumbents and their size: Diversified Reporting Services, Inc. and Neal R. Gross and Company, Inc. Method of previous acquisition: 100% Small Business set aside. This requirement was for unclassified transcription services in support of numerous components of the DoDIG. The ordering period for this BPA is until 8/3/2019. The current place of performance is The Mark Center, 4800 Mark Center Drive, Alexandria, VA 22350-1400. REQUIRED CAPABILITIES: 1) The Government requires audio recordings to be transferred as requested in the required turnaround time. Audio recordings will be in a controlled and uncontrolled (where the ambient sounds fluctuate so as to make the material more difficult to transcribe) environment. 2) Transcriptions shall be provided in the following format: • One (1) electronic copy of the final transcript prepared in MS Word format for each audio recording; English to English. • Transcript shall be double-spaced using 12-pitch font, 1-inch margins, printable on 8.5 by 11 size paper, with a minimum of 25 numbered lines of text per page, left justified with no indents. • Transcribed material shall contain no "hard returns" First page only shall be marked with the Contractor Name. • First page and subsequent pages will contain a footer marked FOR OFFICIAL USE ONLY or LAW ENFORCEMENT SENSITIVE, as specified in the transcription request; with a header including the interviewee's last name, date interviewed, and case number/project name. • Transcript pages will be numbered in the top right hand corner of the document. • The transcript will be formatted using a template that enables the DoDIG, to convert the text to ASCII format without inclusion of any underlying template formatting (headers, footers, line numbers, or hard carriage returns.) • The transcript will be verbatim to the extent possible, but will exclude "um", "er", and "okay," or other sounds not relevant to the content and when such words interrupt the flow of a question or answer. 3) The Government shall provide audio recordings either electronically or physically by courier (depending on size of files) by secure means that meet or exceed DoD standards, and transmit the resulting transcriptions in electronic format via secure electronic (or by secure physical (CD/DVD) means if size of file exceeds 100MB). 4) Disposition of original digital audio files: The Government will require the destruction of any material be coordinated via the DoD OIG, point of contract. Destruction of any original material will not occur without the written consent from the DoDIG. Upon receipt of the written authorization, all dispositions shall be in accordance to DoDIG's guidance. 5) The Government will require a Monthly Status Report (MSR) that briefly summarizes transcription work conducted during the month, destruction of files, and the current contract accounting information including, at a minimum: deliverables submitted for the period, summary of billings for the period, standards followed in support of the requirements, and problems or issues and contract personnel staffing. 6) The Government will use the following Contract Line Item Number (CLIN) format along with the transcription turnaround times. Item No Services Description QTY Unit CLIN 0001 Transcription Services Controlled 12 SLIN 0001AA 5 Business Days #Pages Rate $ SLIN 0001AB Next Business Day #Pages Rate $ CLIN 0002 Transcription Services Uncontrolled 12 SLIN 0002AA 5 Business Days #Pages Rate $ SLIN 0002AB Next Business Day #Pages Rate $ SPECIAL REQUIREMENTS Security Requirements: DoD and DoDIG policies concerning the safeguarding of government data and information systems require that all contractor and subcontractor employees requiring access to DoDIG data must meet or exceed the requirements of Homeland Security Presidential Directive number 12 (HSPD-12). Personnel Security Clearances: Contractor and subcontractor employees must have a favorably adjudicated National Agency Check with Inquiries (NACI). Evidence of a favorable NACI for all contractor and subcontractor employees must be presented to the COR before any work is completed on this contract. The Contractor is responsible for ensuring that all contractor employees and subcontractor employees are U. S. citizens. Contractor employees and subcontractor employees who exclusively hold current foreign passports will not be permitted to work on this contract. Physical/Electronic Secure Transmission, Storage, and Safeguarding of LAW ENFORCEMENT SENSITIVE information: Secure file transfers may be done electronically, such as through SAFE ARMDEC, or by courier. If sent by courier, files will be loaded on to a CD or DVD. The contractor bears all costs associated with file transfers. The contractor shall be responsible for safeguarding all Government equipment, information, and property provided for contractor use in accordance with DoDM 5200.01, "DoD Information Security Program," Volumes 1-4. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561410, with the corresponding size standard of $15M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DoDEA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses must include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
