- The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey intends to award a five (5) year Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the production and delivery of up to twenty-eight (28) Mk-7 Crosshead and Fixed Sheave Machined Components for the Service Life Management Program (SLMP) program. The finished products are designated NAVAIR Critical Safety Items (CSI) and require strict quality control. Sketches of the final assemblies will be provided and a complete build-to drawing package will be supplied with the eventual solicitation. The forging material will be 4330V steel. Post machining heat treat will be required. The forgings will be provided to the vendor as Government Furnished Equipment (GFE) while the smaller, steel components will need to be fabricated by the vendor with the supplied engineering drawings. The Contractor shall manufacture and deliver Mk-7 Crosshead and Fixed Sheave Machined Components in Accordance with the Statement of Work (SOW), the Government-furnished drawing package, and the Technical Data Requirements (TDR) of the contract. This effort includes, but is not limited to: Quantity Drawing Up to 28 18:1 CROSSHEAD BODY ASSEMBLY, P/N: P628958 Up to 28 18:1 FIXED SHEAVE BODY ASSEMBLY, P/N: P628959 This procurement will be a total small business set-aside. The solicitation will be posted on or about 08 September 2017 to the Federal Business Opportunities Website (www.fbo.gov). Except as noted here, the Government will only release the solicitation/Request for Proposal, including any subsequent amendments, on this website. No telephone requests for the solicitation will be accepted, no written requests will be accepted and no hard copies of the solicitation package will be mailed. Any amendment issued will be posted to the same website. After the solicitation release, vendors should regularly access the website to ensure they have all amendments. No emailed or faxed proposals will be accepted - only hard copies with an electronic version of the proposal on a CD. Contractors interested in receiving the necessary technical data for proposal purposes, must submit a valid, current DD Form 2345 Military Critical Technical Data Agreement to this office. The DD Form 2345 must be on file with the United States/Canada Joint Certification Office. To file a DD Form 2345, please visit the DLIS website at www.dlis.dla.mil/jcp/, or contact them at 1-800-352-3572. This website will provide all necessary information concerning certification under the Joint Certification Program. Only after release of the Solicitation, interested Firms shall submit a written request for a copy of the Technical Data Package through Kalil O'Neal at Kalil.oneal@navy.mil. To obtain a copy of the Technical Drawing Package, the written request must be submitted to this office and must include the name of your company, mailing address, phone number, email address, current CAGE number and a copy of current DD Form 2345. IMPORTANT INFORMATION: Registration in the System for Award Management database will be a prerequisite for receiving an award.
