- Notice of Intent to award as a HUBZone sole source requirement under the conditions of FAR Part 19.306, to Athens Technical Specialists, Inc., 8157 US Highway 50, Athens OH 45701-9303, for the purchase and deployment of specialized equipment - Imaging Unattended Ground Sensors (I-UGS) and associated peripheral equipment. Athens Technical Specialists Inc., is the only source capable of meeting the full requirements of the acquisition to procure the units, effect the setup and perform the installation at various locations as required, and provide full warranty needs for the highly specialized and unique products required. This procurement is intended as an expansion of an existing deployment of I-UGS and supporting infrastructure is already in place for this follow-on requirement. Expansion equipment must meet the exacting specifications of the existing system as currently deployed. The North American Industry Classification System (NAICS) code for this acquisition is 334290, and the size standard is 750 employees. This proposed contract action is to purchase additional equipment for which the Government intends to solicit and negotiate with only one source under the authority of 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, all proposals received by the closing date and time will be considered for follow-on requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Any vendor who believes that they can provide these items and services per the requirements listed above can email their company's capabilities information to the attention of Contracting Officer Frank S. Duarte, by email to frank.s.duarte@dhs.gov by 3:30 PM EST, September 1, 2017. Information submitted should support the company's capability for performing the service required. Verifications of receipt of responses are the sole responsibility of the offeror. All submissions shall become the property of the government for informational purposes only, and will not be returned. Email responses only accepted.
