- The National Institute of Allergy and Infectious Diseases (NIAID) in support of the Viral Pathogenesis Laboratory (VPL) of the Vaccine Research Center intends to negotiate on an other than full and open competition the purchase of quantity 1 of Celigo S Imaging Cytometer, quantity 1 of Plate Stacker S, 50 plate capacity, and quantity 1 of Celigo S Satellite Workstation manufactured by Nexcelom Bioscience LLC, 360 Merrimack Street, Bldg 9, Lawrence, MA 01843, for influenza research. The Celigo S Image Cytometer is sold exclusively direct by Nexcelom Bioscience LLC. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501 (a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. Delivery to Bethesda, Maryland 20814 approximately 30 days after receipt of award. The goal of the Viral Pathogenesis Laboratory (VPL) is to better understand basic aspects of viral pathogenesis and apply that knowledge toward development of safe and more effective vaccines. The Viral Pathogenesis Laboratory of the Vaccine Research Center performs cellular testing to assist in the development of both RSV and influenza vaccines. The VPL method for vaccine development is cell and viral infectivity imaging of invitro models to assess the efficacy of a given candidate. In order to effectively identify potential targets for vaccine development, the laboratory requests the Celigo S Imaging Cytometer equipment which has the ability for high-content imaging of this kind, processing and imaging 96 well plates in 2 minutes or less. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same products may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1865168) to Akilah Bullock at akilah.bullock@nih.gov, by 6:00 pm eastern standard time Friday, September 1, 2017. All sources shall provide certification from OEM that they are an authorized reseller provider for this equipment. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
