Page 5 of 10 CONTRACT INFORMATION: A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implement in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The three firms deemed most highly rated after initial source selection will be chosen for interviews. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. The NAICS Code for this acquisition is 541310, Architectural Services, and the applicable Small Business Size Standard is $7.5 million. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov/portal. Nature of Work: Provide Architectural/Engineering (A/E) services for site survey and investigation, concept development, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services. The A/E will work with VA Project Management Staff to develop the necessary working drawings, phasing plans, infection control plans, contract specifications, prioritization of items, and cost estimates for full and complete construction of this project. Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. The magnitude for construction (not design) of this project is between $500,000 and $1,000,000. SELECTION CRITERIA: The selection criteria for this acquisition will be in accordance with FAR 36.602-1 and VAAR 836.602-1 and are listed below in descending order of importance. Professional qualifications necessary for satisfactory performance of required services to include reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Provide brief resumes of proposed team members who will specifically serve as the Project Managers and Designers of Record (Mechanical, Electrical and Fire Protection Engineer). In addition, provide resumes of other relevant team members or frequent subcontractor such as: Architect, Civil, Structural Engineers, Cost Estimator and team members who will perform technical tasks under this contract including their record of working together. The Designers of Record shall perform and direct the design within their respective discipline and shall sign and seal the drawings. All Designers of Record must be professionally registered in their discipline. Each resume shall include a minimum of five (5) and a maximum of seven (7) specific completed projects in the past five (5) years that best illustrate the individual team members experience relevant to this contract scope. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials and their record of working together as a team. Provide a detailed narrative of a minimum of five (5) up to seven (7) maximum relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; Specific design areas to be evaluated within this factor are: Hospital experience and knowledge in design for boiler plants to include pipping systems and catwalks. Familiarity with and experience incorporating the requirements of the current  VA building design standards Phasing construction projects Verification of Exceptional Customer Service; including customer service awards received Building Energy Modeling per ASHRAE 90.1-2010 or 2013 Designs that comply with ASHRAE 90.1-2010 or 2013 Familiarity with and experience incorporating the requirements of current or recent VA guidance documents related to Sustainable Buildings Capacity to accomplish the work in the required time. This factor evaluates ability of the AE firm, given their current projected workload and the availability of their key personnel, to accomplish the possible myriad of design projects in the required time. The general workload and staffing capacity of the design office will be evaluated. List current projects with a design fee of greater than $20,000 being designed in the firm's office in the past five (5) years; Indicate the firms' present workload and the availability of the project team (including sub-consultants) for the specified contract performance period; Describe experience in successfully delivering projects per performance schedule, providing timely construction support and successfully completing multiple projects with similar delivery dates. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Location in the general geographical area of the project and knowledge of the locality of the project. Provide the address and distance of your office to the G.V. (Sonny) Montgomery VAMC. The distance shall be determined using http://maps.google.com Ability to comply with FAR clause 52.219-14. Firms must demonstrate how they will comply with the requirement to meet FAR Clause 52.219-14, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. SUBMITTAL REQUIREMENT: This project is a 100% set-aside for Small Business concerns. All original Standard Form (SF) 330 packages shall be submitted electronically to Ashlei.donerson@va.gov. (a) All SF 330 submissions shall be clearly labeled with the subject line displaying the Solicitation Number VA256-17-R-0936. The SF 330 form may be downloaded from www.gsa.gov/forms. Completed SF 330 s shall include the primary firms, subcontractor firms, and any consultants expected to be used on the project. There is no page limit, required margin size, etc. for the submission; it is expected for interested firms to be concise and clear. Questions for this announcement are due by 4PM Central on AUGUST 28, 2017. (b) Firms that meet the requirements listed in this announcement are invited to submit 1 copies of the completed SF 330 including Parts I and II as described herein as a single pdf file, to the above email address no later than 11:30 A.M. Central on September 8, 2017. FAX SUBMISSIONS WILL NOT BE ACCEPTED. Late proposal rules found in FAR 15.208 will be followed for late submittals. (c) Interested firms shall address each of the six (6) Selection Criteria in their SF 330 s and additional documents/submittals. THIS IS NOT A REQUEST FOR PROPOSAL. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE AT THIS TIME. This is a request for SF 330 s Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. This requirement is subject to the Availability of Funds. PROJECT INFORMATION: PROJECT 586-17-111 NEW WATER SUPPLY WELL / TREATMENT STATION The A/E shall provide all architectural, engineering, fire protection and commissioning services as defined herein to accomplish complete drawings, specifications, and cost estimates. This project will provide for a new water supply well, operations/monitoring and chemical feeding station that will tie into the existing 8 water loop serving the facility. All site investigations, utility locating and geotechnical investigations shall be covered under this requirement. The contract documents will include all disciplines associated with the requirements of the project. The A/E shall provide complete, 3rd party, (Association of Energy Engineers) AEE-accredited Certified Building Commissioning Professional (CBCP) mechanical system design and construction energy commissioning (Cx) services. The A/E scope of services shall include the following items in addition to the general scope provided above: Cost Estimating. Arrange for and oversee the performance of topographic surveys, test borings, test pits, soil tests, subsurface exploration and other such investigations as he/she determines are required for the proper design of the project. Environmental Assessment. Engage the services of an independent contractor as The Commissioning Authority (not an employee of the Architect/Engineer, Design-Build Contractor, Prime Contractor or General Contractor) on this project. Schedule and conduct a pre-design meeting and field visit with VA personnel. Provide all services required for advertising for, and securing construction bids. Respond to requests for information (RFI) during the bid phase. Reproduce and prepare plans and specifications for distribution to prospective bidders during the construction phase. Pre-Award Conference: Attend the pre-award conference for the purpose of answering questions and clarifying the project drawings and specifications. Pre-Construction Conference: Attend the pre-construction meeting for the purpose of answering questions and clarifying bid documents. Take written minutes of meeting and provide copy to VA within five (5) working days. Review of submittals: Review all submittals, shop drawings and test reports for compliance with the construction documents, and recommend approval, disapproval or other suitable disposition. Prepare supplemental drawings or other documents that may be required to clarify or supplement the contract documents. Review the Contractor s RFI and cost proposals for construction change orders when requested by Contracting Officer s Representative (COR). Site Visits: Bi-weekly site visits throughout the duration of construction activities and one (1) final inspection. Provide written report within two (2) working days after each site visit. Performance Testing: A/E shall be present to witness functionality testing of systems prior to turnover of building to the VA. Provide final set of AS-BUILT drawings in accordance with Department of Veteran Affairs CAD standards. The VA shall provide available as built drawings, standard specifications, and standard details, construction requirements and any other currently available directives which will assist the A/E in production of the drawings and cost estimates. The quantity and detail of existing as-built plans is limited. The A/E shall verify all existing site conditions prior to beginning the design portion of this project. VA standard construction specifications, most recent format, shall be utilized for preparation of project specifications. Standard specifications, design guides and design manuals can be obtained on the internet at: http://www.cfm.va.gov/til/. Standard specifications shall be edited to project specific conditions. DESIG N S UBMIT TALS: Drawings shall be prepared as E size 30x42 on standard Department of Veteran Affairs title block; completed drawings shall be furnished on electronic media (CD or DVD) in AutoCAD format. All dimensions shall be shown in English. TIME SCHEDULE, REVIEW, AND SUBMITTAL REQUIREMENTS: The following specifies the documents / materials to be submitted by the A/E to the project manager for each scheduled review and due dates for the submission. Dates indicated must be strictly adhered to. 35% Review Two (2) sets of documents due forty-five (45) days after award of contract. Drawings: The drawings will be complete, at least to the extent that the following are shown on the documents: General requirements: Verification and recommendations resulting from site visits of existing conditions in all disciplines. Demolition requirements. Sizes of pipe, ducts, wiring, etc., are not required at the review. Some details are required at this review. All drawings shall not be less than 1/8 scale. Several meetings between the A/E and the VA may be required to determine layout for 35% submission. Project shall meet all local, state, and Federal Code requirements, such as NFPA, NEC, ASHRAE, etc. Architectural: Submit a 1/8 scale layout of the plans. Indicate the net area contained in existing renovated areas. Submit a title sheet with drawing index. Structural: A/E will indicate if any structural conditions exist with this project. If present, show location of structural conditions. Plumbing: Provide a written description of verification of existing conditions and description of proposed system. Electrical: Submit a preliminary basis for design, including a written description of electrical work required for this project. Environmental: Asbestos is not anticipated on this project. Develop a preliminary cost estimate based on preliminary design. Use VA Form 6238. The requirements listed above will be reviewed by the VA Project Team and affected staff. All comments and recommendations will be returned to the A/E within ten (10) days. 75% Review: Two (2) sets of contract documents are required seventy-five (75) days after award of contract. Drawings: The drawings will be complete at least to the extent that the following are shown: General Requirements: All drawings developed from the previous review shall be detailed and dimensioned, as well as all other required construction details. All previous review comments shall be evaluated and incorporated into the drawings, specifications, and estimates. All areas of construction shall clearly differentiate between existing and new construction (separate drawings for demolition and new). Emphasis shall be placed on contract accomplishments of unforeseeable or hidden conditions, including miscellaneous job requirements such as relocating utilities, or other affected items. Architectural: Submit complete plans, details, schedules, and large scale plans. Show general notes. Indicate safety and protective elements. Plumbing: All plumbing piping should be shown. Electrical: Plans shall illustrate all electrical items required. Location of all electrical feeds shall be identified. Plans for sequencing of operations between the new well and existing shall be provided. Plans for monitoring of equipment, usage, chemical feeds, etc. shall be provided. Specifications: Provide a full set of assembled edited project specifications in CSI format. Cost Estimate: Submit a revised cost estimate and ensure the following minimum items are included on the VA Form 6238. All estimates shall be based on the most current working drawings available and shall be current as of the date of the submission. Price material at the contractor s buying level. Sales taxes, when applicable, will be added into material buying cost. Cost totals should reflect labor and materials separately and should be formatted as follows: Totals Labor and materials for all branches of work. Mobilization cost of contractor. Prime contractor s labor and supervisor. Contingencies, Overhead, Profit, and Escalation (COPE) at 35%. Bonds Contractor bond cost. Set-aside program costs Total cost estimate. The above will be reviewed by the project team and staff, and returned to the A/E within ten (10) calendar days. 100% Review: Four (4) sets of contract documents are required one hundred (100) days after award of contract. Submission Requirements: The plans and specifications shall be complete, in accordance with the previous review requirements, with all review comments accounted for and ready for use as final contract documents. The specifications will be in final format, including front end documents provided by the Contracting Officer. The final cost estimate shall reflect all previous comments and shall show each branch of work based on quantitative take-off of designed labor and materials. This will also be the final cost estimate and should be labeled as such. Use VA Form 6238. The above will be reviewed by the project team and staff and returned to the A/E within ten (10) calendar days. Final Submission: Due one hundred twenty (120) days after award of contract. After completion of all the 100% review comments and coordination, the final contract documents shall be prepared and shall include the following: One (1) complete full-size set of contract drawings. Specifications will be reproduced by the VA, but the A/E will provide two (2) complete sets of specifications. NOTE: mylars are to be signed by appropriate VA personnel before copies of contract drawings are provided. A complete electronic set of CADD drawings and specifications on CD. These CADD files shall be in AutoCAD 2015. A complete set of reproducible mylars of all contract drawings. Final cost estimate based on revisions made at the 100% review. A final set of technical support data. Six (6) sets of half size drawings. Provide a checklist of all submittals, certifications, tests, and inspections required per drawing and specification section. Checklist shall be produced on Microsoft EXCEL and shall be delivered hard copy and electronic. Performance period for the design is 120 days. Performance period of the construction project is expected to be no more than 365 days. Construction Cost Estimate The preliminary cost estimates shall reflect the expected construction cost for all work identified and detailed. "Magnitude" and "square foot" estimates will not be accepted. The A/E shall develop a detailed preliminary construction cost estimate. The cost estimate shall present labor, material, and equipment costs for work required by the major disciplines, i.e., Architectural, Structural, Mechanical, Plumbing, Sprinkler, Electrical, and Industrial Hygiene. The work grouped under each major discipline shall be placed into the appropriate VA master Construction Specification Division (CSI format). The detailed construction cost estimate shall consider contingencies at 7.5 percent, overhead at 10 percent, profit at 10 percent, and escalation attributable to inflation, and any other regional industry costs. The contingency amount is established for change orders or other additional work occurring during construction. The estimate must have sufficient detail and accuracy to reflect the anticipated bid cost upon completion of the Contract Working Drawings and Specifications. Cost estimate must include bid deduct(s) that total 20 percent of the construction estimate. Meetings Post-award Meeting A post-award meeting will be held within ten calendar days after Contract Award. Design Review Meetings A design review meeting will be held after each design submittal. Meeting Minutes The A/E Contractor shall take minutes of all meetings held relative to this Contract with exception to the construction phase. The format must be acceptable to the Contracting Officer (CO). Minutes must include the meeting date and time; agenda; meeting location; list of participants with their affiliations and telephone numbers; be fully descriptive of issues, problems, and decisions made; and action items with names of responsible parties and deadlines. In addition, the minutes must include, as attachments, all exhibits and references distributed as handout materials, unless the materials are part of a formal submission. The A/E Contractor shall provide, via e-mail transmission, complete copies of all minutes to CO and all attendees within 48 hours of the next meeting. All challenges to the minutes will be reflected in a revised version prepared by the A/E Contractor. Copies of updated minutes shall be distributed to the CO and all attendees within 24 hours after change notice. Quality Control The Contractor shall develop a quality plan. This plan shall be submitted as part of the Contractor s cost proposal. The plan should outline the following: The management and organization of this project. Intended key technical personnel, such as subcontractors, discipline managers, project manager, etc. Narrative describing product quality control. After the award of the Contract, the A/E Contractor shall follow minimum standards of quality as follows: There shall be a consistency of key personnel throughout the project. All deliverables shall be routed through, reviewed and approved by the A/E contractor project manager. All mistakes, omissions or errors discovered during the construction process shall be rectified by the A/E contractor. The A/E contractor shall provide the government with additional design drawings, cost estimates and statement of work to make field design corrections, should they become necessary. General Information A/E will perform field survey of existing dimensions, existing conditions, existing systems, and, if available, will verify accuracy of VA as-built drawings, as required for this project, using A/E s staff and equipment. VA staff and equipment will not be available for A/E s use. An evaluation of A/E s performance during preliminary, design, and construction phases of this project will be made by Engineering as part of the Final Progress Payment, and will be entered into the completed project file. In accordance with FAR 36.608 Liability for Government Cost Resulting from Design Errors or Deficiencies, A/E contractors shall be responsible for the professional quality, technical accuracy, and coordination of all services required under their contracts. A firm may be liable for Government costs resulting from errors or deficiencies in designs furnished under its contract. Therefore, when a modification to a construction contract is required because of an error or deficiency in the services provided under an architect-engineer contract, the contracting officer shall consider the extent to which the architect-engineer contractor may be reasonably liable. The contracting officer shall enforce the liability and issue a demand for payment of the amount due, if the recoverable cost will exceed the administrative cost involved or is otherwise in the Government s interest. The A/E contractor shall submit all requests for information in writing to the COR and allow at least three working days for the COR to respond. The Contracting Officer must approve all work that is beyond the scope of this statement of work. MATERIALS FURNISHED TO THE A/E BY VA: Station as-built drawings will not be available. Existing conditions must be field verified by the A/E. One each unedited copy of the applicable sections of the VA master construction specifications, including front-end documents. Guidelines for identifying the working drawings. VA design manuals, standard details, and construction standards.
