Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Dusky Marine, Inc., for one Dusky 278 CSS boat for the National Marine Fisheries Service (NFMS) in Galveston, TX. A Sources Sought notice was posted on August 7, 2017 and closed on August 17, 2017. No responses were received. Background The vessel will be primarily utilized for studies relating to offshore oil and gas platforms, reefs, banks, artificial reefs, sea turtles and marine mammals as well as diving operations and dive training in the Gulf of Mexico. Other Mandates supported by the vessel include the Marine Mammal Protection Act and the Endangered Species Act. Sole Source Justification The Dusky 278 CSS is the only vessel of its size that will suit NMFS needs and meet the demands of project missions and is only available from Dusky Marine. Due to the nature of the work, the boat must be equipped with a cuddy cabin large enough to store six sets of dive gear and auxiliary dive and safety gear. On single day missions the vessel cabin must serve as dry storage for equipment, and on multi-day missions the vessel cabin must serve as securely locked dry storage space for equipment. A full SCUBA unit occupies about 5 cu ft of space and we can travel with up to 6 divers. All necessary gear will fill a 60 cu ft cabin. The vessel must also have an open deck area of at least 132" x 80". This is needed to have capability to deploy divers in pairs while "live boating" (deployment of divers while the boat is still moving, ie. not anchored). To safely deploy divers while live boating in constantly changing environmental conditions it is a requirement that they be able to move quickly and deploy in pairs from either, or both sides of the vessel. To ensure safe and rapid deployment the deck must be wide enough for two divers, in full SCUBA gear, to walk side by side between gear benches along an un-obstructed deck (no gear, no deck or battery boxes as found on other boats). For other missions, capability is needed on deck for storage and deployment of large amounts of bulky equipment. Required specifications: - Hull weight: approximately 5,000 lb - Hull design should be of fiberglass construction for offshore use with a V design - Length over all: 27-28 ft (including dive/swim platform but not motors at the stern, and not including bowsprit, anchor chute, etc. at the bow) - Beam: 8-9 ft - Draft: approximately 13" (hull without motors) - Deadrise: approximately 20 degrees - Open back deck area of at least 132" x 80". Open deck space is needed for capability to deploy divers in pairs while "live boating" (deployment of divers while the boat is still moving, ie. not anchored). For other missions, capability is needed on deck for storage and deployment of large and bulky equipment. - Cuddy cabin area with at least 60 cu ft cabin, approximately 7 ft long with under bunk storage - Dive/swim platform must be of sufficient size for divers to safely climb aboard using installed ladders - 4-step telescoping, stainless steel or aluminum dive ladder mounted on port side of dive/swim platform on stern of boat - 4-step (non-telescoping) heavy duty open rung stainless steel or aluminum dive ladder mounted on starboard side of dive/swim platform on stern of boat - Built in fiberglass step down pad (port and starboard) on back deck corners at transom - 100 gallon fuel tank - Twin 200 hp E Suzuki outboard motors - Power trim tabs and tilt for twin 200 hp motors - Racor fuel filter for each motor - Heavy duty rub rail - Binnacle mount control with tilt and trim controls - Multi-function LED gauge/switch displaying fuel, mileage, trim and trip information - Side steer hydraulic steering station - Steering wheel (stainless steel) with knob - Twin pedestal chairs - Removable insulated cooler chair with deck fasteners - Non-skid bow cabin and sides - Portable head with deck fasteners (if appropriate) suitable for placement in cuddy cabin - Cabin lights, cushions, door with lock - Cabin bow hatch - Self-bailing decks with sea scuppers - Full windshield across beam with side windshields extending aft slightly beyond the 2 pedestal chairs - Two (2) permanent aluminum benches (with powder coat finish) and SCUBA tank racks, one on each side of boat against rail (with clear walk space amidship) located aft of pedestal chairs such that there is 5 ft of open deck space from the aft end of the bench/rack to the inside of the transom. Description of each individual bench/tank rack: o Bench Length: 60" with detachable marine grade cushions o Bench Width: 12" for seating plus additional width to accommodate SCUBA tanks with diameters between 7-8 inches. Plus, perhaps, additional width may be needed to accommodate part of the tank rack holder brackets. Also, the base of the tanks must not sit flush on the bench but must be stabilized (such as by a vertical offset or vertical bar, etc.) and bungee type cords must be mounted for securing the top of the SCUBA tanks (photo available for general description) o Height from deck to bottom of bench: 20" o Height from seat to top of bench/rack: 22" o Number of tanks per bench: 6 - Heavy duty permanently installed fiberglass Bimini type top extending from front of windshield to aft end of bench/tank rack. - Fiberglass Bimini top length: 147" - Fiberglass Bimini top width: 95.5" - Fiberglass Bimini top height: 77" above deck - Heavy duty grab bar attached 4" beneath middle of fiberglass Bimini top frame and extending entire length of the Bimini top - Bow rails (aluminum) with fiberglass bow pulpit and anchor davit - Cleats: 4 cleats total, 8" stainless steel, one fore and one aft on each side - Bow chocks: stainless steel port and starboard - Stainless steel tow eye and lifting ring - Anchor system: Stainless steel Danforth type anchor (suitable to securely anchor this boat) with anchor davit or similar type mounting to secure anchor on bow of boat when not in use, chain deck pipe, anchor safety wire to secure anchor. Anchor rode system consisting of 600 ft of ½" braided nylon anchor line with marine grade stainless steel thimble secured with a marine grade stainless steel screw pin shackle to 15 ft of ¼" High Test stainless steel chain secured to anchor with stainless steel screw pin shackle. Shackles are to be secured with wire or wire ties. - Four transient dock lines. Complete set of double braided matching nylon lines each with an appropriate sized eye splice on one end: 1 bow line approximately 18 ft, 1 stern line approximately 18 ft, and 2 spring lines each the approximate length of the boat. - Stainless steel grab bar arrangement to allow divers to safely maintain stability and balance while climbing aboard the dive/swim platform and climbing over transom onto back deck. - Saltwater washdown capability - Freshwater washdown capability with approximately 15 gallon built in tank - Two (2) fire extinguishers B-1 (2.5 lb charge each minimum) - Automatic bilge pump - COLREGS compliant marine grade electric horn (dual) - Navigational compass, 4 1/2", flush mount, designed to be stable at high speeds and any sea conditions, compensators built in, 12V green night light. - Electronics: 12 inch multi-touch widescreen display GPS chartplotter/sonar combo. Display (1280 x 800 WXGA) preloaded with US coastal and lake charts. Built in dual CHIRP sonar, traditional, down, both sides and forward views. Internal 10 Hz GPS must update position and heading minimum of 10 times per second. Unit must be fully network capable and have built-in Wi-Fi connectivity. 18 inch dome radar: Must detect and highlight an individual moving target with different colors with color difference indicating direction of movement to assist in collision avoidance and track weather. Pulse compression technology to provide high resolution to enhance detection and identification of targets. Allows operator to adjust size of objects on radar image. Transmit power 40 W solid state with approximately 5 degree horizontal beamwidth. Rotation speed options of approximately 24 and 48 rpm. Detection range 20 ft to 48 nautical miles. Transducer: Thru hull for CHIRP traditional sonar, down, and both sides. Max depth traditional 1,800 ft, down 1,000 ft, side 750 ft. Also, provides depth, speed, and fast response temperature sensor. Transducer: Transom mount adds front sonar within 300 ft range when boat is moving or stationary. Also, provides depth, speed, and temperature. Two (2) VHF radios, 12v, fixed mount (plus manufacturers recommended antenna/s) with AIS (automatic identification system) Class B capability when paired with the boat's electronic system (AIS transceiver & GPS), DSC (digital selective calling), MMSI registration capability and integrated GPS compatible with the GPS chartplotter/sonar combo unit. Water rating IPX7 or higher. Mount one of the complete radio units in the cockpit area and keep the second complete unit as backup. AIS Transceiver to receive AIS target data as well as transmit your own boat information to other AIS receivers in your area. AIS must interface with radar unit and GPS chartplotter/sonar combo unit on boat. NOTE: ALL ITEMS LISTED ABOVE UNDER "ELECTRONICS" MUST BE FULLY COMPATIBLE WITH THE CHARTPLOTTER/SONAR COMBO UNIT. - Triple battery system: Isolate battery banks. One battery for each motor and a third battery dedicated to powering accessories (lights, etc.) Triple battery charger A/C power connector to charge system at dock or while in storage. - Full navigation lights meeting Coast Guard requirements - Other Lights: Spotlight Underwater light at stern Sufficient lighting to light entire deck for night work including but not limited to: Dome lighting in console Cockpit gunwale LED lights port and starboard, fore and aft Light/s secured to underside of Bimini top, if feasible. - Instrument panel with rocker switches and circuit breakers set into vertical panel of steering station to allow more room for electronics on the horizontal area of console. - Pair of rod holders - Pair of rod racks - Beverage holders in gunwale: two (2) in stern (one each port and starboard) and two (2) in cockpit (one each port and starboard). - Numbers/Lettering/Graphics: One NOAA insignia on each side and transom of boat (required sizes to be determined by NOAA); boat ID numbers on each side of bow - BOAT TRAILER: - 10,000 lb aluminum trailer - Frame: 7.5" T6 aluminum I beam - Crossmembers: 3" x 3" T6 aluminum vee tubes - Pads: Poly pads on crossmembers - Galvanized torsion axles - Fasteners: Stainless steel hardware (except where high strength is needed) - Brake actuating system: hydraulic activated disc brakes on all wheels with polyurethane rust free brake lines with brass fittings - Winch: hand winch with nylon strap rated at 12,000 lb. - Waterproof LED lighting: fully grounded wishbone harness - Bunks: pressure treated wood bolted with ½" stainless steel fasteners - Guides: PVC covered aluminum tube with stainless steel U bolts - Aluminum diamond plate fenders - Heavy duty tongue jack - Chains - 16E tires with spare tire - Tool box: diamond plate aluminum - Galvanized axles, hubs, wheels - The trailer must be configured for the specific boat and dimensions described here, providing ease of launch and recovery as well as safety and stability during trailering. Trailer must be tested for capability to safely launch and recover this boat as well as tow it safely at highway speeds. Trailer must be ready for immediate use and meet all highway safety requirements
