- The Blue Ridge Parkway, a unit of the National Park Service, is announcing a pre-solicitation notice for information and planning purposes related to a future business opportunity at the Parkway Craft Center, located at the Moses Cone Memorial Park at Milepost 294. Park managers intend to release the full prospectus in May of 2017 for operation of the Center as a concessions business opportunity. The Parkway Craft Center is located on the first floor of the Flat Top Manor on the Cone Estate, Milepost 294, and has served as a regional handicraft retail center for over sixty years. The store's focus is on the sale of "Appalachian Folk Art" handicrafts, with emphasis placed on handicrafts that are produced in the immediate area and are representative of the southern and central Appalachian region. This pre-solicitation notice is issued solely for information and planning purposes and does not constitute a solicitation, prospectus or Request for Proposal (RFP). This pre-solicitation notice does not commit the Government to contract for any supply or service whatsoever. Further, the NPS is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this pre-solicitation notice. All costs associated with responding to this pre-solicitation notice will be solely at the interested party's expense. Not responding to this pre-solicitation notice does not preclude participation in any future prospectus. When a prospectus is released, it will be synopsized on the Federal Business Opportunities website (www.fbo.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to any requirements. The anticipated effective date of the next contract is January 1, 2018. There is no Possessory Interest or Leasehold Surrender Interest in this contract. The term of the contract will be for 10 years. Currently, the Manor's tenants include the NPS, a bookstore operated by Eastern National, and the Parkway Craft Center, a concession operated by the Southern Highland Craft Guild. The NPS offers scheduled narrative tours of the Manor as well as self-guided tours during normal business hours. As a result of the Moses H. Cone Memorial Park Developed Area Management Plan (DAMP) (approved January 5, 2015), the NPS will reduce the assigned space for the retail operation from the current concession operation. The upcoming business opportunity will assign approximately 1,500 square feet on the west (or left) side of the first floor of the Manor, which includes these individual spaces: Music Room, Billiard Room, Side Hallway, Office and Sun Porch. The business opportunity also assigns a portion of the basement for use as storage or office space by the Concessioner. A drawing of the assigned space is attached. The Parkway's mission is to allow millions of visitors to enjoy the recreational and scenic opportunities afforded by the Parkway while protecting the cultural and natural features of the region. Flat Top Manor is located in the Moses H. Cone Memorial Park in Watauga County, North Carolina. It lies between Parkway Mileposts 292 and 295 on the Blue Ridge Parkway, just north of the town of Blowing Rock, NC. Flat Top Manor was constructed in Colonial Revival style architecture in 1901, and includes 13,000 square feet, twenty rooms and four floors. The entirety of the Flat Top Estate is listed on the National Register of Historic Places as a historic district with the Manor House considered a significant component of the historic district. Award of this contract shall be made subject to the availability of funds. This notice does not obligate the NPS to award the contract nor does it commit the U.S. Government to pay any cost incurred in the preparation and submission of proposals.
