Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 with a small business size standard of 500 employees. AFRL/RITE requires the purchase of high stability customized compact optomechanics with spare parts. The following products will be used to support the ARAP program at Rome Laboratories: • MNI-3-3030PH-#8-32 with 170 TPI fine thread screws; Qty: 75 • MNI-H-2-3030-#8-32 with 170 TPI fine thread screws; Qty: 150 • MNI-H-2-3025-#8-32 with 170 TPI fine thread screws; Qty: 150 • MNI-H-3-3030-#8-32 with 170 TPI fine thread screws, third screw with hexagon socket; Qty: 75 • MNI-H-3-3025-#8-32 with 170 TPI fine thread screws, third screw with hexagon socket; Qty: 75 • MNI-VO-2-3030-#8-32 inner lowering, with 170 TPI fine thread screws; Qty: 50 • MNI-VO-2-3025-#8-32 inner lowering, with 170 TPI fine thread screws; Qty: 50 • MDI-HS-2-VO-R-3030-1/4"-20 with 170 TPI fine thread screws; Qty: 50 • MDI-HS-2-VO-R-3025-1/4"-20 with 170 TPI fine thread screws; Qty: 50 • RD-KLS-1", #8-32 thread; Qty: 25 • RD-MP, #8-32 thread; Qty: 25 • RD-RMM-SK-1", #8-32 thread; Qty: 50 • RD-RMM-SK-0.5", #8-32 thread; Qty: 50 • RD-RM-S-0.5", #8-32 thread; Qty: 50 The Government intends to negotiate a sole source contract for the purchase of the items described above with: Radiant Dyes Laser Accessories GmbH, Friedrichstrasse 58, D-42929 Wermelskirchen, Germany. The Government has determined that no other source can meet this requirement as Radiant Dyes Laser Accessories, GMBH is the only source that manufactures the required mirror mounts in terms of compactness and available selection. The mirror mounts offered by Radiant Dyes offer several unique features that have not been replicated elsewhere. Alternative products from other manufacturers do not provide all of the required features. The MNI-H mirror mounts are the only mounts to feature #8-32 mounting thread, 4 springs, 170 TPI screws, stainless steel insert for stabilization, and open optic mounting plates for.5" and closed optic mounting plates for 1" optics directly attached to the springs in a compact 29.5 mm X 29.5 mm X 28.5 mm unit. These are the only conventional mounts that feature high rigidity with fine control in a small package. If these or more rigid components with smaller volume (for projected 0.5" and existing 1" optics) and finer control are not procured, the component density and stability needed for mission success cannot be achieved. This is a notice of proposed contract action and NOT a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the Agency. All inquiries should be sent by email to leslie.christoferson@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 27 September 2017. A Sole Source Justification will be attached to the subsequent Notice of Award.
