Page 1 of 2 Notice Type: Special Notice Synopsis: The Southeast Louisiana Veterans Healthcare System (SLVHCS) intends to award a sole-source firm fixed price contract to Beckman Coulter, Inc. 250 S Kraemer Blvd, Brea, CA 92821-6232 for the following services: deinstallation and reinstallation of Beckman LH 500 Hematology Analyzer (s/n-AT 02016) and Beckman Coulter DXI600 Immunochemistry Analyzer (s/n-900464) for equipment relocation. The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated cost of this contract is $18,000. The North American Industry Classification System (NAICS) code is 811219 with a size standard of $20.5 million for this procurement. The expected award date for this contract is on or about September 8th, 2017. The proposed contract is to de-install and re-install the following instruments as part of a relocation move for Southeast Louisiana Veterans Healthcare System (SLVHCS): Beckman LH 500 Hematology Analyzer (s/n-AT 02016) and Beckman Coulter DXI600 Immunochemistry Analyzer (s/n-900464). These instruments are to be relocated from the APU Laboratory located at 2237 Poydras Street., New Orleans, LA 70119 to the 4th floor D&T Building Hematology Laboratory, Room 4E122, Southeast Louisiana Veterans Healthcare System (SLVHCS), 2400 Canal Street. New Orleans, Louisiana 70119. These instruments are furnished by Beckman Coulter, Inc. as part of the execution of Blanket Purchase Agreement (BPA) VA256-BP-0109. These analyzers are used for hematology testing for veterans seen at SLVHCS. These instruments are not owned by, nor are the property of Southeast Louisiana Veterans Healthcare System (SLVHCS). Inpatient treatment operations are expected to begin in late 2017 at the new veteran s healthcare facility located at 2400 Canal Street, New Orleans, LA 70119. In anticipation of scheduled patient treatment operations at the new facility laboratory equipment must be relocated from the temporary APU Laboratory located at 2237 Poydras Street., New Orleans, LA 70119 to the 4th floor D&T Building Hematology Laboratory, Room 4E122, Southeast Louisiana Veterans Healthcare System (SLVHCS), 2400 Canal Street, New Orleans, Louisiana 70119. While the actual instrument move will be handled by the SLVHCS Logistics Service, the following associated tasks can only be completed by Beckman Coulter, Inc. (the manufacturer & owner of the instruments): 1). Deinstallation: Beckman Coulter, Inc. technicians will de-install and prepare instruments for transport which includes draining of fluids, biohazard de-contamination, and securing loose parts for transport prior to relocation. 2). Reinstallation: Beckman Coulter, Inc. technicians will test for proper operation for the instruments after completion of the relocation. Reinstallation includes enabling/returning the instruments to full operating functionality including replacement of needed fluids for the instruments, calibration, validation, and results correlation. Beckman Coulter, Inc. is the only (sole) source that can execute the required deinstallation and reinstallation services for these instruments. These instruments are the property of Beckman Coulter, Inc. and Beckman Coulter, Inc. only allows technicians employed by Beckman Coulter, Inc. to perform services on Beckman Coulter brand instruments. Third party contractors, non-manufacturers, and alternate distributors/suppliers are not permitted to perform services on Beckman Coulter, Inc. brand instruments. (Services performed by non-Beckman Coulter technicians would void warranties or other associated agreements that are already in place on these instruments). This notice is not a request for Expressions of Interest (EOI), proposals, or quotations and no solicitation will be issued. The government does not anticipate receiving responses to this notice however contractors who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. Responses shall be received no later than 5 calendar days after the posting of this notice and shall be submitted via e-mail only to C. Robert Oravetz, Contract Specialist, christopher.oravetz@va.gov. Late responses shall not be considered. No telephone inquiries will be accepted and phone calls will not be returned. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement (based on the responses received to this notice) is solely within the discretion of the Government. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in responses. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Responses to this notice shall not be considered a response to a solicitation. Determination by the Government not to compete the proposed procurement is solely within the discretion of the Government if it is determined that it is in their best interest to do so.
