- AMENDMENT #3 - Management Support Office of Human Resource Management August 2017 Request for Information (RFI)/ Market Survey The purpose of Amendment #3 for the Market Survey is to provide the Government Response to public inquiries and make a minor change to Section 7 of this document. All other terms and conditions are unchanged. For those companies that have already provided Capability Response packages; they may resubmit their capability packages, if desired. The Aug 31, 2017, 2:00 pm EST, deadline remains unchanged. Interested Parties should refer to this document for their Capability Response submissions. _________________ In accordance with Federal Aviation Administration s Acquisition Management System (AMS) Procurement Guidance T3.2.1.2 the purpose of this announcement is to conduct a Market Survey to solicit statements of interest and capabilities from interested vendors. This market survey also seeks to identify potential vendors for this contract including groups of business teams. This market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541611 Administrative Management and General Management Consulting Services; and the size standard is $15M. 1. Objective The Federal Aviation Administration s Office of Human Resource Management (AHR) is conducting a Market Survey/Request for Information (RFI) to: Inform the industry of the potential contract opportunity and solicit capability statements and other information from interested vendors capable of providing the services set forth in this announcement. Solicit statements of interest and capabilities from qualified and capable small businesses. 2. Purpose This market survey is conducted in effort to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, services disabled veteran owned small business (SDVOSB), or 8(a) socially and economically disadvantaged businesses (SEDB). SEDB must be certified by the Small Business Administration (SBA). The acquisition strategy and the nature of this procurement have yet to be determined. The FAA may decide to do a full and open competition or a full or partial set-aside with the business types identified above. This Market Survey announcement is not a SIR or a Request for Proposals (RFP) of any kind. This survey is for informational and planning purposes only. The FAA is not seeking or accepting unsolicited proposals. This notice should not be construed as a commitment of any type by the Government to take or not take any action. No evaluation letters or results will be issued to respondents. The Government will not reimburse any costs incurred by vendors in responding to this notice. 3. Background This is a Request for Information (RFI) to gather information about market capabilities in the area of strategic workforce planning. We are seeking information to determine market capabilities regarding workforce planning methodologies and experience developing and implementing workforce planning initiatives across a mission-based organization with multiple lines of businesses (LOBs) and offices. This effort is to benchmark industry approaches to strategic workforce planning in support of a senior leadership initiative. The effort is to execute a scalable workforce planning methodology across multiple lines of business and offices within the FAA. The FAA has a workforce of approximately 46,000 employees across 5 LOBs and 9 offices. Vendors should provide insight and examples of how their methodology and analytic tools can be applied in program offices with unique mission and workforce requirements. Vendors should include past performance / experiences in similar mission-based organizations with a diverse group of lines of business and offices. Scope The application of a core approach to workforce planning across multiple LOBs is critical to the success of this initiative. As part of this Market Survey/RFI, vendors should describe their methodology for strategic workforce planning and how that methodology can be applied and adapted by multiple program offices as well as how the methodology can be integrated into existing resource management processes. Once a methodology and approach has been identified, the FAA intends to execute that approach within one of its office components as a Pilot before implementing the methodology across the agency. 4. Description of the Requirement Respondents must respond to all requirements of this Request for Information / Market Survey in accordance with the information below. Completion of the following attachments (the package) is required for the response to this market survey along with the submittal of the Vendor s information: Completed Business Declaration Form Attachment A Small Business Administration 8(a) Certification letter, if applicable Veterans Administration SDVOSB Certification, if applicable Cover letter Capability Statement (not exceeding 5 pages, at 12 font size) CAPABILITY STATEMENT The following items must be included or addressed in the Capability Statement. In five pages or less using 12 font size, please provide detailed information and examples, where applicable, of the following: 1.The Strategic Workforce Planning methodology proposed by the vendor and the flexibility of the proposed methodology as it relates to an organization with multiple lines of business and offices; 2.Type of data, both organizational (mission/function) and existing workforce, needed to support the methodology; 3.Data collection methodology; 4.Analytic tools recommended for data collection, analysis, and reporting; 5.The number and type of resources needed to execute the methodology (including any Information Technology system requirements); 6.The estimated length of time needed to execute the proposed methodology; 7.Strategies, such as change management or strategic communication, for sustaining the proposed methodology as a regular management practice; and 8.Examples of past performance with similar organizations, in terms of mission-based, multiple lines of businesses and offices 5. The Government will publish a singular public response to all questions that are received by the deadline. The responses to this request are to be provided with a cover letter on company letterhead. The Capability Statement is limited to five pages at 12 point font. The Cover Letter is not included in the five page Statement. All response package submissions must be received via email no later than 2:00 p.m. EST on August 31, 2017. Late response packages may not be accepted. Incomplete response packages may not be considered. Please include an email Subject line for all emails: Market Survey/RFI- AHR Management Support.
