- SYNOPSIS NAWCAD Special Communications Missions Solution (SCMS) has been tasked by the USSOCOM to procure, integrate, test and deliver a next generation (3.0) RIS with a COTS antenna system which includes eleven (11) HF Antennas, thirty-one (31) 10M Masts, and thirty-one (31) T-Bar Adapters for the RIS production effort. SCMS is the Lead System Integrator and the Life Cycle Sustainment Manager for USSOCOM's Program of Record (PoR) RIS Family of Systems (FoS). The RIS FoS are full-scale, deployable, and scalable transit case variants that support deployed Combatant Commanders. RIS provides initial Command, Control, Communications, Computers, and Intelligence (C4I) among deployed Special Operation Forces (SOF) bases and Liaison Office (LNO) teams to SOF, SOF headquarters, and SOF support elements. The RIS system interfaces, enhances, and combines multiple single channel radios into one integrated Command and Control (C2) suite. The HF antennas are an integral part of the man portable radio communications package. Due to the physical configuration of the RIS 3.0 systems, the antennas, masts, and T-bar adapters are required to have a small form factor while meeting or exceeding the required functionality. The requested C&S Antennas, Inc. equipment has been previously procured and integrated into the 3.0 system and meets all the required functionality. The small size and weight of the antenna allows for simplified storage for transport in ancillary transit cases, as well as simplified operation when utilized with the system. The C&S Antennas, Inc. brand HF Antennas, 10M Masts, and T-Bar Adapters are the only devices found to meet the RIS 3.0 Size, Weight, and Power (SWaP) requirements. Additionally, these devices allow for communication through Near Vertical Incident Skywave (NVIS), Omnidirectional, and Directional that cover short (0-150 km), medium (150-800 km), and long range (800+ km) anywhere in the world, meeting MIL-STD 810G. The HF Antenna is also required to have the ability to be erected by two (2) people within thirty (30) minutes. The 10M Mast is required to withstand hurricane force winds, extreme cold or heat, and dry or tropical conditions. The T-Bar Adapter is required to mount to the requested HF antenna. Delivery is required within thirty (30) days of contract award Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to C&S Antennas Inc... THIS IS NOT REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Mr. Jason Ucci at jason.ucci@navy.mil. Responses to this notice must be submitted by 7 September 2017 10 AM EST. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
