- Description
- The exercise of option Item 0015 provides for the development of optimized D5 propellant removal procedures and the exercise of option Item 0036 provides for the development of a new D5 Second Stage (SS) air pallet chock that is capable of shipping D5 SS motors. These priced options were exercised under N00030-16-C-0043, which was negotiated and issued under the authority of 10 U.S.C 2304(c)(1). There is such a short time between the issuance of this award and the exercise of these options that these options are considered the most advantageous method of fulfilling the Government's needs. Several constraints prohibited the use of a fixed price contract. Namely, the Government cannot establish in advance or accurately forecast the following: The exact nature and extent of the work covered by this contract; The precise method of performing the work; and The cost of performing the work.
