Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, the government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS) has a potential need for a product for tracking and analyzing data on social media and news sources to benefit the USGS and support the mission of establishing the best scientific foundation possible to help guide decisions and evaluate actions critical to the USGS mission. This product will provide the requisite information to USGS scientists and USGS leadership about the social media impact of their scientific publications authored by USGS users and the ability to follow the social media activity for any article tracking regardless of the authors. The requirements include: -Integration with other USGS applications through Application Program Interface (API) -Combine data rankings from traditional evaluation factors with social media characteristics to provide a comparable unique number for individual articles -Provide multiple sources of attention to research not provided by other services in clear, auditable ways with links to original mentions. -Allow for comparison of results at the individual author level, organizationally and with others in the scientific community. -The product does not require individuals to update a profile or provide regular updates about their research outputs. -The product comprehensively tracks news sources and policy documents across multiple languages using sophisticated text mining techniques. -The product provides fully auditable and transparent data at the output level, allowing researchers to determine not only the source of the attention (both author and outlet) but the content of the attention. -The product facilitates benchmarking against all trackable content - not just the content from the purchasing institutions. -The ability to be accessed remotely through the internet with an unlimited number of concurrent users. The North American Industry Classification System (NAICS) code is 519130. There is no incumbent contractor. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contract specialist no later than 3PM EST, Friday, August 25, 2017. 1.Capability statement describing corporate expertise and technical qualifications in the work described above. 2.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3.Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4.Point of contact information for vendor and D&B Number. 5.Any other information that will prove the vendor is capable of performing the required effort. Interested vendors much provide their response via email to the Contract Specialist, Becky Edgar, bedgar@usgs.gov with the subject line reading "Tracking Data". Responses should be limited to 10 pages (single-sided). Mailed and faxed responses will not be accepted or evaluated. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
