Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this notice. This notice is a market research tool used to obtain information only and to identify contractors who possess the capabilities to provide services as specified below. The Naval Facilities Engineering Command (NAVFAC) Washington is performing this market research to aid in the development of its acquisition approach. This acquisition is intended to be solicited under the Small Business 8(a) program. A solicitation number will be announced should a formal pre-solicitation notice be published at a later date. Respondents will not be notified of the results of the evaluation. NAVFAC Washington is seeking to identify companies with the capacity, experience and interest in competing for a Regional Charter Bus Service contract. Services are performed at various Department of Defense Installations within a 500 mile radius of the Washington Navy Yard and primarily at (or departing from) the following installations: (a) Public Works Department Washington (PWD Wash) (b) Public Works Department Bethesda (PWD Bethesda) (d) Public Works Department Joint Base Anacostia-Bolling (PWD JBAB) (e) Public Works Department South Potomac “ Indian Head (PWD SP-IH) (f) Public Works Department South Potomac “ Dahlgren (PWD SP-Dahlgren) (g) Public Works Department Patuxent River (PWD Patuxent) The Contractor shall comply with all requirements of the Defense Travel Military Bus Carrier Program and will have 30 days to become a Department of Defense approved carrier. All vehicles provided shall be operated by valid licensed operators only. Equipment provided must meet the requirements of all Federal, State, County and municipal laws, statutes, ordinances, rules and regulations, which are applicable to and enforceable in Washington, D.C. Dispatched vehicles shall present a clean interior/exterior and have properly functioning air conditioning and heating systems to ensure suitable climate control for passenger comfort. All vehicles shall have a working two-way communication system between the Contractor ™s dispatcher/manager and each vehicle operator. Additionally, large class charter buses that seat 50 or more passengers must also be equipped with a clean and serviceable lavatory, public address (PA) system, and TV/AV monitors. ADA compliant vehicles shall be made available for dispatch and must be equipped with a wheelchair lift and the appropriate number of tie downs. Historically NAVFAC Washington has requested 20-50 trips per month for bus service in their area of responsibility. Short-term shuttle bus services may also be ordered on an as needed basis to supplement NAVFAC transportation operations. A list of expected buses by seating capacity is below, but is not all inclusive: 20 Passenger Bus 32 Passenger Bus 36 Passenger Bus 44 Passenger Bus 55 Passenger Bus 20 Passenger Bus Service - ADA Compliant [Wheelchair Accessible] 32 Passenger Bus Service - ADA Compliant [Wheelchair Accessible] 36 Passenger Bus Service - ADA Compliant [Wheelchair Accessible] 55 Passenger Bus Service - ADA Compliant [Wheelchair Accessible] 44 Passenger Bus Service - ADA Compliant [Wheelchair Accessible] 55 Passenger Bus Service - ADA Compliant [Wheelchair Accessible] 55 Passenger Charter Bus NAVFAC Washington is seeking potential sources for an Indefinite Delivery Indefinite Quantity type Non-Recurring Work Items (formerly referred to as Indefinite Delivery Indefinite Quantity) with a base performance period of one year and up to four (4) one-year option periods. The NAICS code for this procurement is 485510, Charter Bus Industry. SUBMITTAL REQUIREMENTS: As permitted by FAR Part 10, it is requested that interested parties submit a brief capabilities statement package demonstrating ability to perform the services listed above. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm ™s qualifications to perform the defined work. Please note that your submittal shall not exceed ten (10) pages. PAGES IN EXCESS OF THE TEN (10) PAGE LIMIT WILL NOT BE CONSIDERED. Submit your completed responses no later than 5 September 2017 to the Contract Specialist, Karen Monahan, via email to karen.monahan@navy.mil. Identify in the subject line of your response: Regional Charter Bus Service. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. The documentation shall address, at a minimum, the following: A. COMPANY PROFILE. To include: (1) Company name and address; (2) Year the firm was established and number of employees; (3) names of two principals to contact (including title, telephone and email addresses); (4) DUNS number; (5) CAGE Code; (6) positive assertion indicating registration in SAM (http:www.sams.gov) B. RELEVANT EXPERIENCE. Include experience in performing efforts of similar value, size, and scope within the last five (5) years. The following Government or commercial information shall be provided for each of your references: (1) Contract Number and Project Title; (2) Name of Contracting Activity; (3) Administrative Contract Officer ™s Name, Telephone Number and/or email address: (4) Contracting Officer ™s Technical Representative or Primary Point of Contact, telephone and email address; (5) Indication of whether your firm acted as price or subcontractor, (6) Contract Period of Performance and Contract Value, (7) Brief summary of work performed and how it relates to the technical services described herein. (8) Explain what procedures you would employ to ensure you provide qualified personnel to perform the work at the different locations. C. ANSWER THE FOLLOWING: 1. How will you ensure all operators are properly qualified and licensed to operate their assigned equipment? 2. What types and typical quantities of equipment do you intend to have on-hand to support this contract? If you propose to purchase vehicles, how will the fleet be acquired and from what possible sources? What are the proposed storage locations? 3. To assure equipment will be available to accomplish unscheduled bus service in and around the Metropolitan area, how do you propose to provide quick response services within three (3) hours or less without resorting to last minute procurements? D. PHASE-IN. The Government is contemplating a phase-in time of 30 days for the work included in the planned procurement. Would you consider this an adequate amount of time? If not, what period of time would you recommend and what is your recommendation based on? E. ADDITIONAL INFORMATION. If any, that the responders believe to be relevant.
