Description
This is a Sources Sought Synopsis announcement, for information to be used for preliminary planning purposes. The information received will be used within the 374th Contracting Squadron to facilitate the decision making process and will not be disclosed outside of the agency. The intent of this Sources Sought Synopsis is to identify potential contractors who are interested in participating in future solicitation for Multiple Award Construction Contracts (MACC) for Yokota Air Base, Japan. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given. Respondents will not be notified of the results of this synopsis. The MACC is a program for execution of a broad range of repair and construction. Contractors will be expected to accomplish a wide variety of individual construction tasks, including design/build, renovation, additions/upgrades, along with specific work in electrical, mechanical and other major trades. Description of the work will be identified in each individual task order. The maximum program value (combined value of all task orders from all awarded contracts) may not exceed $99M over a five-year period. Each contract awarded will be for a single 5-year ordering period. The government anticipates an award of up to 7 contractors under the MACC, but this sources sought result may change the number. The typical task order scope may be between $2,000-$10M. Task orders issued under the proposed multiple award contract(s) will be performed at Yokota Air Base and other Geographically Separated U.S. Air Force Units in Kanto Plain, Japan. The area of coverage may also include Hokkaido, Kyushu area and Australia. This acquisition is unrestricted; however, the resultant solicitation, if any, will include clauses authorized for the purpose of construction effort in Japan. The offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform". The offeror has been duly authorized to operate and do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the government, be responsible for obtaining and necessary licenses and permits, and for complying with any host Government and political subdivisions, laws, codes, and regulations applicable to the performance of the work. Interested sources are invited to respond to this sources sought announcement by contacting both point of contacts. Responses to this Sources Sought announcement are due no later than 4:00 p.m. on 30 September, 2017 (Japan Time).
